During the period of rural revitalization,there is a shortage of talents in the vast rural areas.Among them,rural practical talents are the most needed and relatively scarce rural talents.Based on this,governments all over the country are actively carrying out the development and construction of rural practical talents.However,it cannot be ignored that in many areas in China,including Kunming Luquan Yi and Miao Autonomous County(hereinafter referred to as "Luquan County"),there are still shortages of talents and poor spatial distribution in the process of building a practical talent team in rural areas.There is still a certain gap between the goal of achieving the goal of rural practical talent team required for rural revitalization.The important reason for the gap problem is that the main body of the construction of the rural practical talent team,the government,has a certain degree of insufficient function,which is manifested in the prominent problem of weakening the functions of the talent work organization,the management system is not refined enough,and the policy environment is relatively Poor,training efficiency needs to be improved,and talent public services need to be improved urgently.Therefore,this paper takes Luquan County,Kunming City as a case study,and studies the government’s function in the construction of rural practical talent team and the construction of talent team,and aims at the function of Luquan County government in the construction of rural practical talent team.Insufficient play and other problems are put forward to optimize the opinions and suggestions,in order to improve the rural practical talent team,so that it can meet the current needs of rural revitalization.As far as the research conclusions are concerned,the research conclusions of this paper with innovative and supplementary significance are mainly as follows: First,in terms of the effectiveness of rural practical talent team construction,other existing research conclusions indicate that the total number of talents is in a state of linear increase.The results show that the total number of practical talents in rural areas in Luquan County generally rises in a "wave-like" state with the continuous optimization and updating of relevant policies,which is the difference between this paper and other scholars in terms of research conclusions;In terms of the construction of the practical talent team,this paper innovates in the research method.With the aid of Arc GIS geographic information system,it intuitively displays the distribution of rural practical talents in Luquan County among the towns and towns in the county,and finds that rural practical talents in Luquan County are displayed There is a problem of uneven spatial distribution.The preliminary analysis is mainly affected by the level of social and economic development in the region.Finally,in terms of government functions,this paper finds,based on research and interviews,that the current Luquan County is in the process of building a rural practical talent team.The most urgent problem is that the weakening of the functions of the talent work organization is relatively prominent,and the special funds for talents are not implemented in place,which makes the talent management system less refined,which in turn leads to the shortage of the total talent team and the outstanding structural imbalance.
