The aging of the population is a major problem that the social development needs to face in the 21 st century,and the problem of providing for the aged brought about by the aging of the population has naturally become the focus of discussion from all walks of life.Chengdu gradually entered the aging population as early as the 1990 s.By the end of2020,the proportion of Chengdu’s aging population has reached 20.75%.According to the changing trend of the aging population,Chengdu will increase the demand of social pension institutions,and the elderly with the greatest demand are often the elderly who are unable to take care of themselves or who are in danger of living.This puts forward higher requirements for pension service workers.Therefore,it is very necessary to improve the service quality of the pension service team.However,because the cultural quality of employees is generally low,the supervision of professional qualification training for old-age nurses is ineffective,employees’ salaries are not high,lack of social attention and other reasons,at present,the relevant service teams in major cities,including Chengdu,are unable to meet the needs of social pension work in terms of quality and quantity.Based on the above problems,this study,under the guidance of relevant theories,through literature research,questionnaire surveys and in-depth interviews,on the one hand,comprehensively combs the current research situation at home and abroad,on the other hand,fully understands the pension service needs of the current aging population in Chengdu,and analyzes the current situation of the pension service system in Chengdu from the supply and demand ports of pension services and the quality of care for the elderly.And to investigate and analyze the actual situation of local colleges and universities training old-age service personnel,in order to find the existing problems and put forward solutions.The survey found that the main problems in the construction of pension service talents in Chengdu include: large gap in the number of employees and high turnover rate,uneven gender structure between men and women,low degree of specialization,lack of post ability,lack of professional construction and on-the-job training,and so on.The causes of the problems are various,including: the loss of the performance of government functions,the lack of industry standards,the imperfect training system,the poor environment for talent development,the shortage of volunteers,the mismatch of supporting standards and so on.The existence of these problems has been perplexing the construction of pension service personnel in Chengdu.On the basis of summarizing the problems and drawing lessons from the experience of the construction of pension service talents at home and abroad,this paper puts forward some suggestions for promoting the construction of institutional old-age service talents in Chengdu,including: perfecting the government functions in the process of the construction of institutional pension service talents,perfecting industry guidance,establishing talent standards,perfecting talent training system,optimizing talent development environment,and so on.From the perspectives of pension service talents,pension institutions and government functions,this paper analyzes the problems,causes and countermeasures in the construction of pension service personnel in Chengdu,so as to strengthen the construction of pension service team for public management departments.this paper puts forward professional suggestions to actively deal with the aging population,which will help governments at all levels to shoulder the responsibility of perfecting the basic public service system of "a sense of security for the elderly" in accordance with the law.To do a good job in providing services for the aged as a whole.
