Study On The Problems And Countermeasures Of The Administrative System Of Kaifeng District In Henan Free Trade Zone

Setting up such a free trade zone for inland cities in Henan province would help make the region more attractive to foreign investment and promote economic and structural upgrading.At present,the first two batches of free trade zones established in China have achieved phased development results.With the establishment of the third batch of free trade zones,Henan province free trade zone has decided to continue to follow the relevant mechanism of China's first free trade zone and optimize the administrative system,effectively ensuring the development of the free trade zone.As the leader of the system optimization of the free trade zone,the government must fully realize that in the process of reforming and optimizing the administrative system,the depth of the reform of the new system will depend to some extent on the path of innovation of the original system,so as to achieve a virtuous cycle of development.Starting from the management system of Henan free trade zone,in order to further optimize the administrative system,it is necessary to comprehensively strengthen the government service improvement and market supervision mechanism,and summarize the achievements made so far,implement "cluster registration" system,"one-stop" service,and cooperate with multiple departments to give enterprises more free development space.On this basis,using the Path Dependence theory,starting from the Path management,this paper analyzes the problems existing in the management system of Henan free trade zone from four aspects,namely,management of the government,the government of inertia,the system implementation cost and system background,and thus found the restricted by department,the lack of support mechanism of negative listing,decentralized approval mechanism and the secondary credit management system,and many other problems.Combined with the advanced experience in optimizing the administrative system of the free trade zone at home and abroad,this paper puts forward some Suggestions for further optimizing the administrative system of the free trade zone in Henan.This includes changing management philosophies to create an environment for innovation,overcoming governance inertia and optimizing management processes,improving government oversight mechanisms,removing institutional barriers and promoting multilateral participation.
