A Study On The Optimization Of Administrative Management Institution Of Free Trade Zone Of Henan Province

As an inland city,the establishment of the Free Trade Zone of Henan Province(hereinafter referred to as the FTZ)is conducive to enhancing the attractiveness of foreign investment,accelerating economic restructuring,and promoting the high-quality development of the regional internal economy,which is an important part of making Henan more splendid.The first two batches of FTZs established in China have achieved staged institutional achievements.As one of the third batch of FTZs,the Henan FTZ shall have the determination to catch up with the first two,while the optimization of the administrative management institution is an effective guarantee for the development of FTZ.As the leader of institution optimization,the government shall fully realize that in the process of reform and optimization of the administrative management institution,the new institution will have certain reliance on the path of the original one.It should be based on the status quo of the institution optimization of Henan FTZ,adjusting the original one in a proper way and breaking the path dependence of institution reform to ensure a virtuous circle of institution optimization of Henan FTZ.Taking the administrative management institution of Henan FTZ as the focus,this thesis sorts out the achievements of Henan FTZ in the optimization of administrative management institution since its establishment,and summarizes it from the five aspects of optimizing the organizational management structure,improving the efficiency of administrative examination and approval,exploring the relaxation of the entry barrier,strengthening the comprehensive government service and improving the market supervision system,fully affirms the convenience brought by the innovative measures such as the enterprise “cluster registration”system,the “one hall office” service and the multi-department joint law enforcement model for enterprises in FTZ.On this basis,this thesis adopts the path dependence theory of institutional change,from the four aspects of systemic factors causing path dependence,government governance inertia,administrative management ideas and institution implementation costs,making an in-depth analysis to the existing problems of the administrative management institution optimization in Henan FTZ,pointing out the problems of insufficient relay between social honesty system and punishment system,and that the systematic joint anti-monopoly working mechanism has not yet been put into practice.This thesis also based on the advanced experience in the optimization of administrative management institution by foreign FTZs such as Singapore,Dubai,and domestic FTZs such as Shanghai and Guangdong,puts forward some thoughts on the administrative management institution optimization of Henan FTZ,including creating an innovative environment,reengineering management processes,improving regulatory mechanisms and promoting social co-governance.
