Since the 21 st century,with the rapid development of economic and political level,medical and health care undertakings.Whether every citizen can enjoy the achievements of national development,and whether the requirement of equalization of public services can be implemented is the strategic key to win the victory of building a moderately prosperous society in an all-round way and building a socialist modern country in an all-round way.At present,the development of public services in China is still difficult to benefit the community residents in remote areas and special areas: in the process of community governance in the third-line military enterprise community,due to the public service capacity lower than the national average level,the aging of the population and other reasons,the problem of elderly care services for the residents in the community is prominent.From the practical experience of our country and the community characteristics of military enterprises,it can be seen that it is difficult to balance the supply and demand of pension services and pension needs by relying solely on local governments or military enterprises.In the13 th five year plan of 2019,it is proposed that by 2020,China's basic public service system will be more perfect,the system and mechanism will be more perfect,and new progress will be made in the areas of learning with income,medical care for the sick,support for the elderly,housing with residence,etc.,so as to achieve the overall equalization of basic public services.Therefore,how to build a cooperative governance system and give full play to the governance advantages of multiple subjects between the government and other participants,how to break the dilemma of community organizations,and how to solve the community pension dilemma of the third-line military enterprises have become urgent problems to be solved.In this context,the way of multi-agent participation in the process of community governance is favored.In order to make the multi-agent governance system play a role,the participants in the system should ensure clear rights and responsibilities and equal cooperation.How to guide and coordinate the governance of other subjects by local governments,how to clarify the power and responsibility boundary of military enterprises to cooperate with community construction,and how to strive for their own legal status to obtain development information by community organizations are the problems that must be solved directly.Based on the actual situation of the third line military enterprise community,this paper analyzes the causes of the problem of elderly care service in the current community from three main participants in theprocess of multi-agent governance.First of all,the leading position of the local government is missing and misplaced in the process of elderly care service: it fails to provide policy and financial assistance for the special situation of community organizations,fails to promote the relevant laws and regulations and supervision mechanism in community governance,and fails to lead community organizations to broaden the financing channels;its secondary role of military enterprises is vague,and it is in a dilemma between the local government and community organizations: military enterprises The rights and responsibilities of the industry and local governments have not been well transferred,the problems in the follow-up management process are frequent,and the enterprises and communities have not been completely separated due to the influence of historical factors and component personnel;finally,the community organizations are not valued and lack of the ability to provide professional pension services: the existing material basis and staffing of the community organizations are backward,unable to meet the pension needs,and the attraction of the community organizations is insufficient Law to recruit social organizations and professionals.Therefore,this paper points out that it is necessary to build a complete and efficient cooperative governance platform with local government as the leading role and promote close cooperation among various subjects.Then improve the governance ability of enterprise community,improve the existing level of pension services.From the perspective of local government,it is necessary to clarify its dominant position,establish and improve relevant laws and regulations,evaluation and supervision mechanism,cultivate the ability of community to attract social organizations and multi-channel financing,and guide other participants to jointly build community governance platform;from the perspective of military industry enterprises,it is necessary to clarify the power and responsibility boundary,accelerate the transformation of the relationship with the community,and change the overall basic public services to the community in the past The type of responsibility of taking over is changing from the previous public service to the social responsibility.From the perspective of social organizations,we should improve our own autonomy and service capacity,enhance our own financing capacity,build a service platform,and build a talent training system and information exchange platform.This paper starts from the roles and functions of the three main participants in the community governance system,through the study of the scope of rights and responsibilities between the subjects,to find out the causes of the community pension service problems.And from the relationship among the local government,military enterprises andcommunity organizations to clues,this paper discusses the way to improve the ability of elderly care service in the third-line military enterprise community.
