Research On The Role Of Government In Community Diversified Pension Services In Guangzhou

This study takes Guangzhou as an example, through the analysis of the community endowment pattern in Guangzhou City, trying to find out the basic needs of the government function, and construct the government function, which is suitable for the Guangzhou community to provide a reference for the construction of Guangzhou city and other cities.This is the use of western welfare thoughts in the community endowment service practice in Guangzhou localization, not only enrich the public management of the government in the theoretical study of home-based care services, but also enriches the research of welfare pluralism. This paper tries to find a balance point between the government, family, community, society, etc., to explore the role of the government in the process of community care service, which provides a reference for the establishment of a comprehensive and diversified community.Research shows that the Guangzhou municipal government in the social pension needs to further identify their own positioning, mainly from the following aspects:1. To strengthen the system construction from the macroscopic level, and highlight the role of the government in pension; 2. A corresponding policies and regulations, and ensure the smooth operation of the diversified pension practice; 3. To strengthen the construction of infrastructure, increase financial input and out diversified pension practice foundation; 4. The government itself clearly positioning, discard the traditional own endowment way, make full use of diversified pension subject; 5. To speed up cultivating social service organizations; 6. To strengthen the construction of community endowment service team; 7. The construction of a comprehensive service platform, to encourage pension mode of thinking of "Internet+; 8. Adhere to the principle of fair justice, balance different regional endowment enterprise service level; 9. The government should adhere to the community endowment, institution endowment and family endowment the concept of common development, attaches great importance to the coordinated development between various forms of pension.
