| With the acceleration of urbanization and the expansion of urban scale,urban social life and social structure are in transition,and the community plays an important role as the most basic organization in the city.How to use community governance as a breakthrough to promote social management innovation is a major issue for the government departments.In the process of practice,various reform measures have been taken to promote community governance according to local conditions,in order to promote the effective governance of the society,so as to achieve the purpose of refinedgovernance.The Liangxi District where the author lives is an old city in an economically developed area.Various contradictions are prominent.In recent years,local government departments have carried out drastic reforms in the community governance structure,which have eliminated institutional obstacles and achieved some results.Accumulated valuable experience.The author attempts to study the community governance structure in Liangxi District,analyze the problems and courses in the current community governance structure setting and operation,and draw on the experience of foreign community governance structure setting and operation,propose urban community governance structure.Suggestions for improvement include promote the transformation of government functions,improve the existing governance structure,strengthen the construction of a service-oriented government,and clarify the responsibilities of various governance subjects;strengthen the supporting construction of laws and systems,improve the relevant legal systems,improve the operation guarantee mechanism,and establish and improve public behavior standards;Increase community autonomy,further deepening grassroots democracy,giving play to the role of residents as the main body,and increasing the training of social organizations;improving the professional level of community governance,strengthening the training of community talents,strengthening the construction of community service systems,and improving the support capabilities of technology platforms。Through research,this paper explores a practical reform method which can withstand testing,provides practical guidance for the establishment and operation of community governance structure in Liangxi District,and provides reference for the reform of community governance structure in other similar urban areas in China. |
