| In China,the problem of population aging is increasing quickly.More and more elderly people want to stay in pension institutions and get professional long-term care,which leads to the rapid increase of demand for beds in pension institutions.As a special form of pension institutions,public pension institutions play an important role in the pension service system.Since the Eighteenth National Congress of the Communist Party of China,the aging of the population has been regarded as an important strategic task for the long-term development of the pension industry.President Xi Jinping,general secretary of China,stressed in many important speech on the work of aging and providing for the aged in China.The aging of the population is related to the overall development of China and the well-being of millions of people.The whole nation should work hard to improve the top-level design,major policies and related systems,and improve the comprehensive coping ability.The Nineteenth National Congress of the Communist Party of China's report will also actively build a pension service system,and devote to provide filial piety tradition to the elderly,and try the best to promote the organic combination of nursing and medical work.The problem of providing for the aged has become an important deployment of "implementing the strategy of healthy China",and the cause of providing for the aged has become a top priority in the construction of people's livelihood.Luohu District Social Welfare Center,as the sole public pension institution in Luohu District,Shenzhen,has formed a relatively mature and relatively solid operation and management mode through more than 30 years of exploration and development.Based on this,the author analyzes and points out the advantages and disadvantages of the development of public pension institutions in Luohu District of Shenzhen City under the current operation and management mode and prominent problems by using the questionnaire survey and personal interview.Then,the author puts forward suggestions and countermeasures from four aspects,which are to further promote the reform of public pension institutions,strengthen the construction of pension service talent team,clarify the boundary of medical and pension services,and encourage the whole society to participate in the development of pension undertakings.It is hoped that this study can help to promote the reform of operation and management of public pension institutions in Luohu District,Shenzhen,and provide suggestions for the long-term development of public pension institutions in Shenzhen For reference.This research is completed in six aspects:first,it introduces the background and significance of the research,expounds the achievements of domestic and foreign related research,puts forward the author's research ideas and methods,and shows the research framework and innovation of this paper;second,the basic concepts and related theories;third,it introduces the development and operation management of public pension institutions in Luohu District of Shenzhen city through questionnaire survey and individual nterviews It introduces the current situation and analyzes it from a multi-level and all-round perspective,studies and analyzes the successful experience of its operation and management,the advantages and disadvantages of its development under the current operation and management mode,and summarizes the outstanding problems existing in its operation and management;fourthly,it summarizes the outstanding problems existing in the operation and management of public pension institutions in Luohu District of Shenzhen city;fifthly,it lists other representative provinces and cities in China and other representatives in Shenzhen city The successful experience of the reform of the operation and management of public pension institutions in the table area.Sixthly,based on the research and analysis,this paper puts forward the innovative strategy of operation management reform for Luohu public pension institutions.Finally,it is the conclusion. |
