Under the context of the transformation of government functions and the diversification of social needs,the project system has become an important starting point for social governance innovation and government system innovation,and is widely used in the field of grassroots governance.The project system in the government procurement of public service has long been deeply embedded in its daily operations and has had a substantial impact on grassroots governance,especially urban grassroots governance.But the existing literature has not given sufficient attention to this area.Existing studies have found that there is a tension between the internal operating mechanism of the project system and the operation logic of grassroots governance.So why can the project operation be widely used in the field of grassroots governance?To investigate the reason,the following sub-problems may need to be explored in depth:What is the mechanism by which the government purchases public services and operates in a project-based manner?What reactions will each entity in the field of grassroots governance adopt to deal with it?What impact does this mode of operation have on grassroots governance structures?What caused this result?Therefore,this article selects the "Three Agency Linkage" social governance innovation project in S Street of W City as a case study.By summarizing the general characteristics and core system logic of the project system through literature analysis,and use this as the analysis framework to show the behavior strategies of each subject in the case of the project system operation firstly,and summarize the impact on the governance structure from these behavior strategies reflected by the project system.Then analyze the key conditions that cause this impact,and finally propose relevant policy recommendations for optimizing grassroots governance and improving performance the project system.After research,this article finds that the operating mechanism of the project system for government procurement of public services lies in the horizontal competition within the grassroots governance entities and the vertical interaction of power relations between the entities.Its essence is to use incremental resources to stimulate the redistribution mechanism of the government departments of the outsourcing party,the project-based grassroots government and community,and the social work agency of the project;under the operation of the project system,the main bodies in the grassroots governance field have adopted diversified behavior strategies in order to strive for project resources that are conducive to their development.As to these behavior strategies,it reflects the impact of the project system operation of purchasing services on the grassroots governance structure,which is mainly reflected in the two aspects of governance participants and the interaction rules between the entities.In terms of governance entities,the project system operation makes the social departments represented by professional social work organizations deeply embedded in the grassroots governance structure,effectively solving its dilemma of"suspension".The operation of the project system also activated the enthusiasm of the old entities in the grassroots governance field,so that the community began to focus on its own internal resource integration and service infrastructure,and its self-action ability was significantly enhanced.In terms of the interaction rules between entities,with the competitive redistribution attribute of the project system operation mechanism,each entities in the grass-roots governance field must establish an interactive relationship of mutually beneficial cooperation,to obtain the resource gains and political performance effects brought by the project;After further research,the author found that the project system operation has bridged the tension with the grass-roots governance by constructing the system incentives compatible with the interests of the grass-roots governance entities and integrating the project goals and the grass-roots governance goals.This bridging has made the government purchasing service project system operation without the problems of unsustainable projects in the traditional project system and insufficient incentives for grassroots governance.Instead,it has entered the track of healthy operation and continuous stimulation.Improving the operating efficiency of the project system and optimize the grassroots governance structure,this article,based on a brief summary and discussion of the above content,puts forward policy recommendations from three aspects:government,community and social organization.Specifically,the government should deepen the reform of the administrative system,especially the improvement of the internal evaluation system of the government.On the other hand,the project outsourcing department should optimize the project management;the community should change the work ideal and strengthen the democratic consultation function;social organizations should improve the project management ability,Deeply embedded in the grassroots governance structure.The possible innovations of this article are mainly divided into practice and theory.In practice,it is in line with the general background of the government's wide-ranging operation of purchasing service projects,and at the same time involves financial funds and increasing social impact.It is proposed to promote the benign development of the purchasing service project operation,mobilize the enthusiasm of grassroots governance entities,and optimize the grassroots governance structure policy suggestion.Theoretically,the boundary study of project operation is expanded.That is,the boundary conditions for project operation to be benign and sustained to play an incentive role are explored,which lays the foundation for more in-depth theoretical research.
