A Study On The Improvement Of The Organizational Power Of Village-level Party Organizations Under The Background Of Rural Revitalization

"Organization" is a commonly used concept,management and histological 19 national party congress report creatively put this concept into the field of the construction of the grass-roots party organizations,"in order to enhance organization as the key point,outstanding political functions" Comrade Xi Jinping as the core of the CPC Central Committee for the new era of the construction of the grass-roots party organization new orientation and new measures,new era is insist on the nature of the party leadership for all job requirements.The country prospers when the countryside prospers,and the country becomes rich when the peasants become rich.Since the 18th national congress of the communist party of China(CPC),China’s socialist market economy has made new progress.As the most basic-level organization of CPC embedded in rural society,village-level party organizations are the solid foundation to implement the party’s policies and policies in rural areas and to realize the party’s decision making and deployment in rural areas.Therefore,in the new era,we need to make clear what new requirements the vitalization strategy puts forward for the village-level party organizations,compare these requirements with the existing problems in the work of village-level party organizations,and how to solve the problems to further enhance the organizational power of village-level party organizations.These are the issues that we need to study carefully.This paper carries out research in the logical sequence of the generation logic-connotation requires-existence problems and causes-path construction of the organizational force of village-level party organizations.At the same time,the author USES the theory of structural functionalism to analyze the relationship between the structure,function and organizational force of village-level party organizations from the perspective of research,and explores the generating factors and logic of organizational force,so as to lay a foundation for proposing measures to improve the organizational force of village-level party organizations under the background of rural revitalization.First,around the inner and outer environment of the village-level party organization,the paper analyzes the elements of its survival and development in constant interaction with the environment,including a variety of structural elements and functional elements,which respectively constitute the overall structure and overall function.The organizational force of village-level party organizations can be regarded as the efficiency of its overall function output acting on the structure itself and the external environment.Secondly,the paper analyzes the new requirements of the vital ization strategy to the improvement of the organizational strength of village-level party organizations.Thirdly,through the interview and research in M and S villages in henan county,P and B villages in changxing town,chongming district,Shanghai,and H and J villages in baohua town,honghe county,yunnan,the author investigated the status quo of village-level party organization work under the rural revitalization strategy,and found out the problems and reasons in the process of improving the organizational power of village-level party organization.Finally,it is concluded that the village-level party organizations need to plan,adjust and reconstruct various structural resources,so as to realize the improvement of organizational strength.To explore an effective way to enhance the organizational power of village-level party organizations by highlighting their political functions,organizational functions,service functions and governance functions.
