"Filial Piety And Poverty Alleviation":Changes In The Consciousness Of Responsibility For The Children Of Rural Poor Households Guided By The Policy

The old-age problem in rural areas is an urgent problem that the government and society pay close attention to.However,with the development of economic and social transformation,the concept and consciousness of the old-age farmers have changed a lot,especially for the poor old-age groups in rural areas.Although the government adopts a series of poverty-stricken policies to solve the old-age problem,relying solely on the power of the government adds a great burden to the government.At the same time,it also It makes the concept of "equal,dependent and important" pension for the children of rural poor households become the normal gradually.Taking Tianzhuang village in Shandong Province as an example,this paper analyzes how the implementation of Xiaoshan poverty alleviation policy in the village promotes the change of attitude towards the poor children in rural areas.After the policy came to the village,after a series of publicity and popularization,the interest orientation of the policy alleviated the concern of the children to a certain extent,and the villagers had a preliminary understanding of it.Through the Council of Xiaoshan poverty alleviation,the village discussed the articles of association,held a villagers' meeting,made democratic decisions,and strengthened the participation of the people.On this basis,if Xiaoshan poverty alleviation wants to realize the continuous operation of the policy,it needs mechanism guarantee:the incentive mechanism of"Xiaoshan red list","civilized household" and so on can drive other villagers to actively participate in the policy;the respect for the old,filial piety and initiative into the village regulations The agreement is the embodiment of the supervision and restriction mechanism at the grass-roots level,and the mutual assistance mechanism of neighbors to help the poor elderly has expanded the scope of policy influence.The mechanism has activated the self-consciousness of the responsibility of providing for the aged of farmers,and made the behavior of providing for the aged of children change from passive to active.Through the research,we have found that the sense of responsibility of supporting farmers is guided by national policies to a certain extent,and the use of policies can specifically mobilize the power of children to help the elderly out of poverty.In addition to children,it also needs the joint efforts of the state,community,family and other responsible subjects to reshape the ethics of intergenerational responsibility of supporting the elderly.In addition to the government's leadership,the implementation of the old-age policy needs to stimulate the vitality of grass-roots self-government,which can effectively integrate the village resources,which helps to achieve the cohesion within the village,and also plays a very important fundamental role in the implementation of the old-age policy.There is a certain limit to the simple policy guidance.The long-term operation of the old-age policy constructs a long-term mechanism guarantee.The reward and punishment,supervision and mutual assistance mechanisms activate the farmers'sense of responsibility for the old-age from different angles,expand the scope of the policy influence and ensure the long-term implementation of the policy.
