| Civil servants are the implementers of the state’s major policies and policies and the backbone of the socialist cause.In 2006,the civil servant law was the first legal system to standardize the personnel management of cadres,which played a certain role in improving the administrative capacity of the government.In September 2015,under the national county authorities shall practise a system of civil servants position and rank in parallel,in June 2019,"civil servants position and rank parallel sets" new Settings rank sequence,delete the original rank-in-position classifications,further standardize the management of civil servants,strengthen the construction of civil servants,promote civil servants started their duty.Civil servants position and rank of parallel system is the people’s procuratorate policemen especially comprehensive management promotion channels,improve the political status of policemen,improved the economic benefits of policemen,also within the people’s procuratorate should set up the correct with the guide,create a fair competition environment,stimulate the policemen more consciously promote self,takes office,to enhance the people’s procuratorate of the policemen’s work enthusiasm,so as to continuously improve the level of a contingent of professional policemen.However,some problems are also exposed in the specific practice:due to the lack of supervision,imperfect assessment mechanism,no supporting implementation rules and other reasons,the promotion of posts and ranks is not fair,there are seniority,artificial operation and other contrary to the spirit of policy.At the same time,after the implementation of the reform,the internal personnel relations of the procuratorate also need to be further straightened out.The above problems have seriously affected the role of the parallel post and rank system in the procuratorial system.As a newly introduced system,the academic community needs to further explore its operation mechanism and incentive effect,and put forward effective measures to improve the supporting system.This article summarizes the position and rank parallel system history research and practical operation,USES the method of organizational behavior theory,reform of heyuan city,guangdong province procuratorial organ as an example to analyze its incentive effectiveness,put forward positions and ranks of parallel system and its implementation process existing problems,and analysis of its causes,discusses how to improve the people’s procuratorate of the positions and ranks parallel system,such as strengthening the supervision,perfecting the evaluation system,optimizing the allocation of positions,supporting position rank the dynamic management of the corresponding system. |
