| In 2014,China began to implement experimental work for parallel system of posts and ranks,and selected four counties in four provinces across the country as pilot county.In2015,Opinions on the Establishment of Parallel System of Posts and Ranks in the Organs below the County Level has been issued.The system began to be implemented in the organs below the county across the country.In 2019,the State Council issued the Regulations on the Parallel Posts and Ranks of Civil Servants,and this policy began to be fully implemented.According to effects of the implementation of this system,the parallel system of posts and ranks indeed broadened the promotion channels of grassroots civil servants,improved their promotion opportunities,and correspondingly improved their salary and benefits,which stimulated the enthusiasm of some civil servants.Management of civil servants in government departments is becoming more and more perfect,the reform has achieved remarkable results,and civil servants has got an upward development.Meanwhile,many problems still exist in the parallel system of posts and ranks in some regions or departments.Among them,the posts and ranks promotion of civil servants in tax departments is rather prominent.In 2018,China implemented the reform of tax department,which resulted in the merger of national and local tax department.Due to the reorganization of the functions of tax system,a large number of personnel overflow,and it is difficult to arrange them to other departments.Properly resettling the personnel of tax system has become a major problem.This makes the parallel work of posts and ranks very complicated.In this context,the parallel work of posts and ranks in Tongliao tax department has been on the right track and achieved certain results.At the same time,the problem that it is not perfect also exposed.This paper takes the tax department of Tongliao as the research object,takes the current system of posts and ranks as the research content,and takes a branch of Tongliao tax department as the research sample.It adopts the questionnaire survey method,obtains the first-hand information of the implementation effect of the posts and ranks of the branch bureau.On the basis of data collation and analysis,this paper firstly concluded that although the current system of posts and ranks in the tax department of Tongliao City has achieved certain results,it has not been approved by all in terms of improving wages and work enthusiasm.Some are not satisfied with the current situation.Secondly,this paper further refined the hidden problems such as the contradiction between the limited number of ranks and the needs,and the vagueness of the promotion standards,and deeply analyzed the reasons behind them.Finally,according to the problems and reasons,this paper put forward some suggestions for optimizing the parallel system of posts and ranks from the aspects of optimizing the arrangement of civil servants,expanding the space for rank promotion,and formulating scientific promotion standards and evaluation mechanisms. |
