The promotion of civil servants has been a very prominent problem for a long time.Because the position is the only criterion to measure the civil servants,such a single-track promotion mechanism makes it difficult for a large number of grass-roots civil servants to get promoted.Although under the specific social background,this kind of monorail promotion mechanism facilitates the government management,but with the development of social diversification,people's needs become more and more diversified,and the monorail promotion mechanism has been unable to meet the actual development needs.At present,it is an important stage in the construction of service-oriented government in our country.As the first-line main force of serving the public,civil servants stimulate the enthusiasm of civil servants.The amount of state investment in the construction of civil servants is constantly increasing,and the management standardization is also constantly strengthened.Under the requirements of strict administration of the Party,the overall quality level of civil servants continues to improve.However,in the process of doing a good job in the construction of the civil service,there are still many problems,affected by the traditional ideas,civil servants often leave the situation,especially by the slow growth rate of civil servants' pay and many other factors,which further reflects the impact of many factors,such as the slow growth rate of civil servants' pay and so on.It aroused the enthusiasm of civil servants.Therefore,in order to further realize the construction of civil servants,and further speed up the construction of public service departments and improve service efficiency,we must find more effective countermeasures to strengthen the incentive of civil servants,so as to enhance their enthusiasm,and the implementation of the parallel system of posts and ranks,so as to construct a dual channel for the promotion of civil servants,which is an important means to solve the problem of civil servants.Through the implementation of the parallel system of position and grade,it can effectively solve the problems of difficult promotion and narrow space for civil servants,and can also effectively improve the income of civil servants,so as to stimulate their enthusiasm for work.In order to better understand the various problems faced in the implementation of the parallel system of post and grade,so as to find out the perfect measures,this paper adopts many methods,such as literature research method,case analysis method and so on,selects G County of Henan Province to carry on the research,on the basis of questionnaire survey,thus understands the attitude of civil servants in the process of implementing this system and the problems found in the course of policy implementation.Through the study of this paper,it is found that the current civil servants have a high degree of recognition of the position and rank,but the satisfaction is obviously low,the system imperfection in theprocess of implementation is more prominent,coupled with the lack of financial security ability,which directly affects the final.The effect of In view of the problems existing in the implementation of the parallel system of posts and grades at present,this paper puts forward some effective countermeasures for perfecting the parallel system of posts and grades of civil servants,hoping to provide effective reference for strengthening the construction of civil servants in our country.
