Study On The Legalization Of Partner Assistance

In its historical development process,partner assistance policy fully embodies the unique"Chinese wisdom" and the advantages of concentrating on major affairs.It has many positive effects and has achieved some results in the implementation process,such as controlling and narrowing the regional development gap and promoting the western region.The rapid economic and social development of ethnic areas and the realization of coordinated regional development have played an extremely important role.At present,China is accelerating the implementation and promotion of the "Belt and Road" strategy.2020 will be the decisive year for us to fight the poverty alleviation.These are all for the further improvement and innovation of our partner assistance policies and the effective implementation of all-round,deep-level and multi-field It provides historic new opportunities and has important guiding significance.The formation of a long-term mechanism for partner assistance has become the key to facing new opportunities.The main way to form a long-term mechanism is to legalize partner assistance.Some scholars 'previous arguments on the rule of law of partner assistance mainly focused on the rights and obligations of the parties supporting the counterpart and rationalizing the relationship between the government and the market.On the basis of summarizing the previous views,this article will put forward some new ideas for the partner assistance institutionalized,standardized and legalized suggestions.This article will be discussed through four chapters.The first chapter is an overview of Partner Assistance.The first part starts with the concept of Partner Assistance,summarizes and analyzes the definitions of previous scholars.The second part combines the current affairs and comprehensively sorts out the development of Partner Assistance,including its proposal,its counterpart under the Western Development Strategy,its status under poverty alleviation and development,and Covid-19 epidemic.The second chapter mainly describes the process of legalization of Partner Assistance.It summarizes the normative documents that have appeared in the process of legalization of Partner Assistance in China in the past 40 years,also analyzed the background of the normative documents and the impact on the legalization process of Partner Assistance.The third chapter discusses the legalization and necessity of the Partner Assistance,understands the operation and implementation mechanism,and discusses the significance of legalization from the aspects of safeguarding the interests of ethnic minorities and coordinating the support and recipients.The fourth chapter mainly combines the problems existing in the process of legalization of Partner Assistance and the search for corresponding improvement.Itdiscusses from four aspects:insufficient incentive of initiation,imperfect leadership mechanism,unscientific evaluation and assessment mechanism,and irregular legal system.With suggestions to standardize and legalize Partner Assistance,and further enhance self-confidence in the path of socialist construction.
