Due to various factors of history, nature, society, Xinjiang’s development faces manyconstraints and special difficulties. Such as severe natural conditions,fragile ecologicalenvironment,weak infrastructure,unreasonable economic structure, terrible self-developmentability, lagged social services development and so on. In recent years, the central governmentintroduced a series of Yuanjiang policy to promote the economy of Xinjiang economiccomprehensive, coordinated and stable development of Xinjiang and to narrow the gapbetween the East and the West. How this series of Yuanjiang policy performance in theprocess of implementation? Whether the people really benefit from it? What factors affectingpolicy implementation Yuanjiang policy are? These are the main issues to be addressed in thisarticle.From the angle of resident’s satisfaction, this paper designed more complete and validquestionnaires by using the customer satisfaction index model. And based on field research onresident in Hetian city, this paper used the statistical data of207received valid questionnairesto measure the resident’s satisfaction to implementing performance of policy about partnerassistance to Xinjiang and made an empirical analysis of its performance from the perspectiveof satisfaction. It showed that: from a single policy, the performance of some policies arehigher such as education, subsidies; and some are lower such as Infrastructure, job training,agricultural training, medical treatment. Generally speaking, resident’s satisfaction toimplementing performance of policy about partner assistance to Xinjiang is in themiddle-high level at the present stage in our country and still further increase. At the sametime, this paper constructed made an regression model of binary logistic to made an empiricalanalysis of factors affecting the implementing performance of policy about partner assistanceto Xinjiang. It showed that, family income and education level had a significant effect toYuanjiang policy, but gender and age did not. The higher the level of resident’s householdincome is, the higher the resident’s educational level is, the higher the resident’s overallsatisfaction. Finally, this paper made the IPA analysis to the measured results of thesatisfaction. So it made the combinations of26indicators between satisfaction andimportance, which provided a theoretical basis for the country to take different measures fordifferent items.
