Since the beginning of the 21st century,the world has been in a state of unprecedented change for a century.East Asia is also undergoing historical changes.The regional order is undergoing major and profound transformations and changes,which has attracted widespread attention from scholars at home and abroad.Among them,the development of Japanese neoconservative foreign policy is particularly noticeable.Since koizumi came to power,in order to achieve its strategic goals of a"normal country" and a "political and military power",Japan's neoconservative political development has continued to accelerate,and a series of conservative policies have been implemented,such as visiting the Yasukuni Shrine,condoning the revision of history textbooks,promoting value diplomacy,strengthening the Japan-US alliance,implementing the "New Security Law" and Lifting the right to collective self-defense...Japan has embarked on a brightly colored path of Japanese-style conservatism.So what are the factors that have kept Japan's foreign policy continually conservative and developing to such a worrying level?What impact will Japan's neoconservative foreign policy have?These problems deserve our deep thinking and research.The historical evolution of Japanese neoconservative foreign policy has experienced three stages:relatively high degree of conservatization,relatively moderate degree of conservatization,and a sharp increase in the degree of conservatization.It also presents the basic characteristics of political elite dominance,clarity of strategic objectives,military policy radicality,and tortuosity of development trends.From the perspective of culture,this paper is supported by the theory of constructivist international relations,extracts three variables of identity,norms,and cognition,and builds an analytical framework for the development of Japanese neoconservative foreign policy since the Koizumi government.The pursuit of the change of the national "identity" is the fundamental cause of the Japan's conservative foreign policy.Its pursuit of the status of "normal country","political power" and"dominant leader" in East Asia determines the necessity of conservativeness of foreign policy;Norms are the guiding principles and have created a hotbed of conservative foreign policy in Japan.The notion of hierarchy,the spirit of Bushido,and pacifist norms has a subtle influence on the future direction of Japan's foreign policy.The cognition of policy makers is the important factor in the Japanese conservative foreign policy.Japanese policy makers have formulated a series of neo-conservative foreign strategies based on historical revisionist national interests?threat cognition and zero-sum game consciousness?and the concept of active pacifism,which has led to the continual development and evolution of Japanese foreign policy.The conservativeness of Japan's foreign policy has a profound impact on the situation of itself,neighboring countries and regions.As for itself,although it is beneficial to the long-term governance of the liberal Democratic Party and ensures the political stability,it also promotes the development of domestic right-wing forces.In terms of bilateral relations,what is most important is that the tension between China and Japan has worsened,the strategic game between the two countries has intensified,the territorial dispute between the two sides has been intensified,the national feelings of the people of the two countries have been seriously hurt,and the foundation of the friendly development of the two countries has been shaken.At the regional level,it not only aggravates the security dilemma in east Asia,but also hinders the construction process of east Asia integration.In this situation,China should strengthen the cooperation and communication between China and Japan from the perspective of safeguarding national interests and international stability,relax the market of "China Threat Theory" in Japan,highlight the image of China as a responsible and friendly country,and then have a favorable impact on easing the conservative trend of Japan's foreign policy.
