With the rapid development of China's economy and urbanization,the property management industry is developing rapidly.At the same time,the system construction of property management is also improving.The state attaches great importance to the construction of the property management legal system,and has successively promulgated"The Property Management Regulations" and "The Property Law of The People's Republic of China",which has been revised many times.As one of the main roles of supervising the property service market,the government has experienced a process of constant adjustment and running in with the roles of owners' Congress,owners' committee.property service enterprises and other parties.Through reading and anal)-zing a large number of relevant literature,the author finds that there are many researches on the contents of legal system,such as "The Property Law".Compared with the forward position of opening and reform in coastal areas,there are few researches on the public functions of property administrative departments in the mainland,especially in the third and fourth tier cities in the northwest.Therefore,based on the theory of public management,this paper systematically introduces the current situation of property management development in the third and fourth tier cities in Northwest China,the achievements of local governments in property management and the practice of strengthening property management in residential areas.This paper analyzes the policy environment and development trend of property management in Ulanqab.deeply analyzes the key factors that lead to some management dilemmas of residents,resources of the community itself.property service enterprises and property administrative departments,and probes into the property management of the residential community under the background of the current intelligent community,the local establishment of a national civilized city and the improvement of the living environment,some operable suggestions are put forward.In the early 1980s.property management came into being with the housing industrialization of urban residents in China.The residents' requirements for housing gradually changed from simple "living with housing"(having housing)to "living with dependence"(ensuring the maintenance and maintenance of housing quality and living environment).The property service industry developed rapidly,while the government's administrative management of the property industry lagged behind.In 2010.the first real estate service enterprise was established in Ulanqab,and urban residents had a basic understanding of property services.In 2012,the property management office of Ulanqab,as the competent property administrative department,was established.By continuously improving the property management laws and regulations system and improving the property service market mechanism,the property management of Ulanqab has gradually stepped into the right track.However,due to the lack of administrative means after the State Council cancels the qualification certification of property service enterprises,the narrow and relatively backward coverage of policies and regulations,and the insufficient coordination role of relevant real estate administrative departments,there are still relatively prominent problems in the environment of property service industry in Ulanqab,the property management policy and regulation system is not perfect,and the construction of system and mechanism is not perfect.In view of the practical problems existing in the management of the real estate administrative department in Ulanqab,this paper expounds the suggestions on improving the public functions of the local real estate administrative department from three aspects:improving the local property management rules and supporting methods,improving the construction of the system and mechanism of the real estate management Department,and strengthening the operational and post-operational oversight of the real estate service enterprises.In order to solve the problems of real estate management in the residential area,improve the property service level of the whole city,and promote the rapid development of the property service industry,this paper discusses how the property administration department should effectively play its public functions.
