Since the reform and opening up,China's economy and society have developed rapidly,the level of urbanization has been continuously improved,and the number of urban residents' own housing is also increasing.In order to meet the increasing living needs of people,property management industry has been introduced and developed rapidly,and gradually become a sunrise industry in the national economy.However,due to the imperfect market mechanism and inadequate government supervision,the development of property management industry has brought convenience to people's living,but also caused a series of disharmonious problems.Nowadays,the old problems have not been solved,but the rigid entry threshold of qualification approval for property service enterprises has been cancelled.Whether the government withdraws from the previous supervision or not will bring about new problems has become one of the concerns of all parties.Based on the theory of public governance and public goods,this paper takes Shenzhen as an example to analyze the laws and regulations system of property management supervision,the development status of property service industry,the status quo of owner autonomy of Shenzhen residential district and Shenzhen residential district through questionnaire survey,field interview,case analysis and literature analysis.The current situation of property management disputes summarizes the reasons why the government is not in place in the property management of residential quarters: the defects of laws and regulations,the imperfect government supervision system,the defects of the government management of property service industry,and the lack of effective guidance and necessary supervision of the government on owner autonomy.Through the analysis of the current situation of property management and the reasons for the inadequate government supervision,this paper puts forward some countermeasures and suggestions for improving the property service supervision system in the post-qualification era: establishing and perfecting the property management laws and regulations system,building a multi-governance property management supervision mechanism,promoting the sound development of the property management industry,guiding the owners' correct awareness,and improving the owner's autonomy system.
