Study On The Operation Of The Administrative Examination And Approval Bureau Under The Reform On "Releasing Management Servicen"

In recent vears.the governments at all levels have vigorously promoted the reform of "deregulation,management and service",vigorously carried out institutional reform.accelerated the gradual transformation of government management functions to service functions,optimized government services,provided guiding services to enterprises and the masses,rather than forced political and economic regulation,constantly innovated service management,further simplified administration and deregulation,returned government to the market,and committed to building A relaxed business environment As the main form of the reform of the administrative examination and approval system.the administrative examination and approval Bureau has brought new changes to the reform of "releasing management service".weakening examination and approval.optimizing service,strengthening supervision,and significantly improving the efficiency of the administrative examination and approval work.However,in the process of operation,the administrative examination and approval bureau(AEAB)also exposed such problems as the lack of legitimacy of the power and responsibility of the administrative examination and approval without the authorization of the legal authority:the poor connection between the new and old systems,the incomplete transfer of the authority of the administrative examination and approval:the poor connection between the examination and approval of the administrative examination and approval items and the supervision responsibility;the lack of platform data sharing,and the widespread phenomenon of isolated information of the administrative examination and approval.which affected the "deregulation service" With the deepening of the reform,how to solve the problems existing in the operation of AEAB to better serve the practice of the reform of "releasing management service" has attracted great attention of governments at all levels.This paper takes Suzhou AEAB as the research entry point,explores its development process and construction status,and puts forward countermeasures and suggestions on top-level system design,examination and approval authority transfer,coordination of examination and approval supervision,government service network and other aspects,hoping to provide decision-making reference and basis for the promotion of the AEAB,help improve the operation level of AEAB.
