Research On The Comprehensive Law Enforcement Issues In The Towns Of Changshu

In recent years,in the process of rapid urbanization,a variety of problems,inclusive of illegal land's occupation,ecological destruction and safe-production hazard of village and township government,have been gradually increasing.According to the original management mode,multiple administrative functional departments connecting with city-level land,environmental protection and safety supervision,are responsible for further investigations and penalties around such illegal behaviors.And relevant grass-roots village and township governments have no penalty powers.For implementing investigations and penalties of such illegal behaviors,it's of necessity to seek supports to relevant city-level law enforcement agencies for causing longer law-enforcement circle and larger law-enforcement difficulty,as well as affecting overall law-enforcement efficiency.In 2015,Changshu City conducted a series of comprehensive law-enforcement pilot work in Jiangsu Province.In 2018,Changshu City officially constructed one comprehensive law-enforcement system measured in village and township within the town to comply with the optimization of functions of our governments,integrate the administrative law-enforcement team and promote the reform direction of law-enforcement gravity-center downward movement for achieving the following positive results.Firstly,the fracture of law enforcement between the upper and lower level was broken.Secondly,besides of improving overall efficiency of administrative law-enforcement of scattered governmental organs,we better integrate the limited law-enforcement resources and form a resultant force.Thirdly,we also established a linkage mechanism with various city-level administrative law-enforcement agencies to further improve overall law-enforcement level of grass-roots governmental organs and realize the current grass-roots administrative law-enforcement more standardized and legalized.However,there are also some places to be further improved and perfected.Currently,we're serving in Supervision Team of Former Land and Resources Bureau of Changshu City,mainly engaged in various law-enforcement affairs.Due to the above measure,the land law-enforcement power of our unit has also moved downward to participate in comprehensive law-enforcement domain.By adopting Literature Research Method,Interview Method,Case Analysis Method and other research methods,as well as consolidating and analyzing the first0hand materials collected in daily work,I further discussed various conditions since kicking off a series of comprehensive law-enforcement measures in the entire township of Changshu CityIn the first part of my paper,I introduced the present situation of pushing comprehensive law-enforcement measure within the town of Changshu City,including corresponding basis and specific practices,especially exampling basis,operation process and before&after comparison around our land-related law-enforcement power's participation into comprehensive township-region law-enforcement counterpart for better supporting the preliminary result of pilot work,as well as summing up some experience therein.In the second part of it with combination of my practical experience,the existing literature researches and interview materials from all aspects with the condition that the administrative penalty powers of multiple departments in Changshu City are moving downwards,this paper further discussed the existing problems and analyzed the behind causes.In the third part of this paper.I put forward a series of proposals to aiming to optimize the comprehensive law-enforcement measure in the township.Firstly,we should clarify the boundary of responsibilities between the administrative organs and corresponding town-region comprehensive law-enforcement bureaus,strengthen specific scientific law-enforcement work therein in various ways.pay more eyes and further reform the current personnel issues and broaden the existing law-enforcement supervision channels.Besides that,by combining with the practices in some areas,this paper further explored how to establish comprehensive law-enforcement department in Changshu CityThrough a series of researches of this paper,we hope to optimize more allocations of governmental urban management functions for ultimately achieving complete separation of powers and interests and linkages with responsibilities for purpose of letting the governmental administration system clearer and the law-enforcement organs more streamlined and higher efficiency,as well as further pushing and optimizing grass-roots comprehensive law-enforcement reforms in near future.
