Discussion On The Problems And Countermeasures Of Comprehensive Administrative Law Enforcement Reform In Mianyang City

Administrative law enforcement is an important part of our government’s functions and a key link in the implementation of the rule of law and the construction of a rule of law government in our country.At the end link of policy implementation and social governance,the Administrative Law Enforcement Office directly affects the people’s objective judgment on the government’s image,executive power,administration according to law,and administrative efficiency.After undergoing relatively centralized administrative penalties and pilot reforms of the comprehensive law enforcement system,my country’s comprehensive administrative law enforcement reform was officially rolled out nationwide in 2018.According to the "Deepening Party and State Institutional Reform Program",the comprehensive administrative law enforcement reform involves six areas of market supervision,ecological environmental protection,cultural markets,transportation,agriculture,and urban management,thus opening a new chapter for the reform of my country’s administrative law enforcement system.The article integrates theory with practice.While combing and summarizing relevant research theories,results,and practical experience at home and abroad,it not only deeply explores the legal basis for the implementation of comprehensive administrative law enforcement reform,but also comprehensively summarizes the main methods and achievements of comprehensive administrative law enforcement reform in Mianyang City.,And proposed countermeasures and suggestions for the problems existing in the reform of comprehensive administrative law enforcement in Mianyang City.The article guided by integrated governance theory,good governance theory,new public management efficiency driving model and other theories,through literature review,questionnaire survey,field observation and other methods,it analyzes in detail the top-level design,law enforcement mechanism,law enforcement mechanism of comprehensive administrative law enforcement reform in Mianyang City.The problems in grass-roots law enforcement,law enforcement teams,law enforcement guarantees,etc.,and in-depth exploration of the root causes of the problems;in turn,the work experience of Wuhan,Nantong,Chongzhou and other areas in the implementation of comprehensive administrative law enforcement reforms are used for reference to comprehensive Do a good job in the reform of administrative law enforcement.The "second half" article puts forward countermeasures and suggestions that can be promoted.
