Urban transportation is the foundation of urban development,Smooth urban traffic plays a positive role in promoting urban development.On the contrary,traffic congestion restricts urban development and affects the quality of life of local citizens.At present,Nantong City is in the stage of rapid development.Compared with the past,the urbanization process,economic development level and car ownership have all changed significantly.But it is accompanied by increasingly serious traffic congestion.For this reason,in recent years,the municipal government has been carrying out some special rectification activities and strengthening the administrative law enforcement to control urban it,with some success.However,in the long run,these measures only attack the symptom rather than the cause,and some problems that seem to have been solved are easy to recur.Ultimately,the extensive management of traffic congestion at present is far from meeting the needs of rapid development of Nantong.There is no doubt that it is necessary for Nantong City to bring in the concept of refined management into the management of urban traffic congestion.We should refine government functions,establish cross departmental coordination and cooperate with social organizations and the public.Through the use of big data and intelligent technology,the quantitative,detailed and procedural measures are taken to deal with various problems of the management of urban traffic congestion.Also,the relevant security system should be improved to reduce the cost and improve the efficiency of the management of traffic congestion,so as to effectively alleviate the traffic congestion in Nantong from the source.On the basis of clarifying related concepts,this paper discusses the background and significance of refined traffic congestion control in Nantong from three levels of industry,citizens and the state.It also summarizes the current situation and existing problems and analyzes the restrictive factors of refined management of traffic congestion.What's more,in this paper,a specific path of refined management of traffic congestion in Nantong combined with advanced experience at home and abroad,has been explored from three aspects:system perfection,process optimization,and technical support.This paper is also intended to provide useful reference for the refined management of urban traffic congestion in other cities of China in some level.
