Study On Inter-regional Cooperation Between Local Ggovernments

With the continuous development of world economic integration and the deepening of reform and opening up,regional cooperation has become an important component of promoting the development of modern society.Through regional cooperation,resources in the region can be allocated and factors of production can flow freely,thus forming a pattern of mutually complementary and cooperative development and effectively promoting the high-quality development of local economy.In a sense,regional cooperation has mobilized potential economic activities,created new productive forces and promoted the sound and rapid economic and social development of the cooperative region and even the whole country.In recent years,significant achievements have been made in regional cooperation between Yangtze river delta,pearl river delta and bohai sea area in the eastern coast of China.Through exchanges and cooperation in economy,trade,culture and other fields,the region has linked and integrated with each other to achieve mutually beneficial and win-win development.However,the uncoordinated development of the region is still one of the highlights of our economic development,and the west is clearly behind the eastern seaboard.This uncoordinated and inadequate regional economic development has seriously restricted China's sustainable economic development and even the smooth realization of the two centenary goals.Therefore,the development of cross-regional cooperation between local governments has become an inevitable path for local governments to promote coordinated development and leapfrog development.In April 2011,the regional planning of Chengdu-Chongqing economic zone approved by the state council proposed "construction of Sichuan-Chongqing cooperation demonstration zone at Tongnan and Guang'an adjacent to SichuanChongqing".In November 2012,National Development and Reform Commission approved the general construction plan of Sichuan-Chongqing cooperation demonstration area(Guang'an area).In April 2016,the development plan of ChengduChongqing urban agglomeration approved by the state council proposed to "further promote the construction of Guang 'an Sichuan-Chongqing cooperation demonstration zone".At present,in the context of the construction of the Sichuan-Chongqing cooperation demonstration zone,the cooperation between Guang 'an and Chongqing has achieved many positive results.However,there are still many constraints on the cooperation between the two countries in terms of mechanism obstacles,especially the behavior patterns of local governments.If these problems are not effectively improved,it will inevitably hinder the coordinated development of the two regions.In this article,therefore,each cooperative demonstration area in the cross cooperate with Chongqing as the research object,first of all to the regional cooperation,and elaborates the relevant theories of government behavior,and analysis across the necessity of regional cooperation between local governments,and then to the government behavior in the role of each cooperation demonstration zone Chongqing wide cooperation in empirical research,in summary,get the opportunity,on the basis of analyzing the problems and explore the optimal path of government behavior,puts forward the countermeasures and Suggestions of further deepening Chongqing wide cooperation,forming a series of regional cooperation in the new system and mechanism,provide experience for the western region to carry out regional cooperation and demonstration.
