Sudden public affairs have the characteristics of accidental time of occurrence,uncertainty of the place of occurrence,and cause of unpredictable destructiveness,which bring potential serious harm to the society.The government needs to take scientific and effective measures in time to solve the problem.In view of the fact that sudden public affairs usually occur under relatively extreme conditions,it is often difficult to grasp the situation of the accident at the first time.It is difficult for the command center at a long distance to accurately obtain the audio and video data at the scene,and it is impossible to timely communicate the processing decision according to the actual situation.It is necessary to comprehensively apply various communication channels and acquisition methods to complete external access and data transmission.This thesis proposes to design a mobile visual command system based on multiple communication methods based on existing equipment.This thesis first discusses the background of the construction of mobile visual command system,analyzes the research situation at home and abroad,and analyzes the shortcomings of the current emergency scene.Secondly,the relevant development technology,functional requirements,technical selection and non functional requirements are selected and demonstrated,and the system is built based on practicality,usefulness and ease for use.The main functions of the system not only include point-to-point and multipoint video conferences,three-end multi-way two-way voice and video transmission,multi-channel video transmission,multi-mode video display,but also provide lithium iron battery undervoltage,overcharge,and overcurrent protection functions.It also provides wireless routing,lighting and charging for external devices.The thesis clarifies the system design principles and designs the overall architecture of the system.The system is mainly composed of central equipment and terminal equipment.Among them,the central equipment mainly includes Multi Control Unit(MCU),audio and video processing unit and recording and playback server;terminal equipment mainly includes equipment box-end equipment and front-end equipment.The equipment box-end equipment is mainly composed of Coded Orthogonal Frequency Devision Multiplexing(COFDM)receiving unit,audio-video processing unit and communication control unit.The device is mainly composed of COFDM transmitting units.The thesis focuses on the detailed design of the system hardware and Meeting Control Software(MCS),and clarifies the system deployment architecture.Then implement the system front-end equipment,command center,individual soldier front-end and other parts.Finally,the software and hardware parts of the system were tested to verify that the system can be released and applied.This thesis establishes a set of advanced two-way audio and video emergency platform,adopts satellite,public network,3/4G,private network and other communication methods,and provides universal input and output interface.The mobile visual command system can be used to hold remote point-to-point and multipoint video conferences in emergency situations such as natural disasters,accidents,public health and social security.The system has two-way audio and video transmission,decision making,command scheduling,and other functions.The site,command center,and on-site rescue personnel provide various technical guarantees to meet the needs of on-site rescue,and provide a scientific basis for the country to implement disaster prevention and mitigation measures and formulate disaster reduction countermeasures,which is of great practical significance.
