Land resource is a scarce resource and the carrier of all material activities.Land use is a mirror of society,and human socio-economic activities can be reflected in land use.Aiming at the problem of imbalanced urban and rural development,implementing rural revitalization is not only an inevitable requirement to promote sustainable rural development policies and the road of integrated urban and rural development,but also to resolve the "three rural" issues and resolve the major contradictions in our society in the new era.The article studies and formulates a set of evaluation system of land use equity of urban and rural,explores the specific gaps and causes of development between urban and rural areas from the perspective of land use equity,and proposes corresponding policy recommendations.The article introduces the fairness theory and the theory of human-land relationship and constructs four primary indicators and 16 secondary indicators.15 urban agglomerations were selected,involving 264 prefecture-level cities,and the equal weight method was used to evaluate the fairness of urban and rural land use in 2004,2010,and 2016.The results of the study(1)Comparing the comprehensive equity levels of land use of urban and rural in 2004,2010,and 2016,the eastern region has the highest comprehensive equity level,and the economic and environmental equity scores are high;followed by the northeastern region and the central region;and the last is the western region,but the comprehensive fairness score has increased year by year.(2)The highest level of economic fairness is in the eastern region,and the urban-rural economic gap is relatively small;followed by the northeast region,the central region;and the last is the western region,the main reason is that the Xinjiang Economic Development Zone and the Yunnan-Guizhou Plateau,urban development is slow,the role of the township is weak.(3)The highest level of social equity is in the northeast region;followed by the western region,the eastern region,and the last is the central region.The uneven distribution of public education and health resources in urban and rural areas is a problem that needs to be solved urgently.(4)The highest level of environmental fairness is in the eastern region,mainly due to low pollutant emissions per unit of output value and high industrialization level;followed by the central region,western region;and finally,the northeast region.(5)The highest level of management fairness is in the central region.Its ratio of house price to income is relatively low,the urbanization gap is reasonable,and the city is more attractive;followed by the western region and the eastern region;and the last is the northeast region.Combining the objective facts of the highest comprehensive fairness level in the eastern region,followed by the northeastern region,and relatively backward in the central and western regions,the rural revitalization strategy requires multiple methods such as scientific planning,rational allocation of resources,and government focus on the problem of imbalance of rural areas.
