| School enterprise cooperation in vocational education is a mode of running a school with vocational colleges and professional enterprises as the main body and with the promotion of the government,making full use of their own resources to develop the quality of vocational education personnel training.At present,there are a lot of researches on school enterprise cooperation in vocational colleges,but there are relatively few researches on the functional operation process of local governments in school enterprise cooperation,Based on this,the purpose of this paper is to analyze the function performance problems of local governments in promoting school enterprise cooperation,On the basis of drawing lessons from foreign advanced experience,this paper puts forward some suggestions to adapt to its own characteristics,in order to realize the optimization of government functions.First introduce the research purpose,research content,method and technical route of this paper,especially analyzes the research status at home and abroad,so as to determine the research direction and ideas of this paper;The second chapter is to sort out the main concepts and theoretical basis,focusing on the government function theory and its operation process;The third chapter introduces the current situation of school enterprise cooperation in Higher Vocational Colleges in Shaanxi Province through the analysis of questionnaire and interview results,as well as many problems existing in the process of government function performance in school enterprise cooperation and the reasons for these problems;In the fourth chapter,the author analyzes the practice of school enterprise cooperation in Vocational Education in Germany,the United States,Australia and other countries,hoping to find useful experience from it;The last chapter of the first chapter,based on the theory of government function,some suggestions are put forward to solve the above problems.The main results of this paper are as follows:First,there are many problems in the performance of government functions in school enterprise cooperation in higher vocational colleges.From the aspects of decision-making,organization,regulation and supervision,it can be concluded as follows: the decision-making guidance is too macro,and the attention to school enterprise cooperation is not enough;the organizational preparation is not mature,and the service consciousness of administrative personnel is not enough;the direction of fund regulation is unbalanced,and the depth of regulation is not enough;the supervision mechanism is not perfect And so on.Second,based on the experience of Germany,the United States,Australia and other countries in the function of vocational education school enterprise cooperation,this paper puts forward the function optimization path suitable for local governments in Shaanxi Province in school enterprise cooperation.From the perspective of improving the government’s decision-making function,we need to establish a scientific school enterprise cooperation and development mechanism,improve and perfect supporting policies and regulations;from the perspective of improving the government’s organizational function,we need to improve and perfect supporting policies and regulations,increase financial investment and strengthen support;from the Perspective of improving the government’s regulatory function,we need to build a school enterprise cooperation and coordination mechanism,and build a industry association cooperation mechanism;from the perspective of To improve the supervision function of the government,it is necessary to establish a school enterprise cooperation supervision and management organization,build an evaluation index system and feedback process. |
