Study On Community Correction In Anxi County From The Perspective Of Holistic Governance

The main purpose of community correction is to help criminals reintegrate into society.As a way of execution,the system has the characteristics of socialization.The practical significance of the establishment of community correction system lies in reducing costs,institutionalizing reform methods and ensuring social security.In July 2003,Beijing,Tianjin and other places in China tried to use community correction system for the first time,becoming the first batch of cities to carry out pilot work.In 2009,China began to use community correction system in a large scale.Now,the system has developed greatly in China and played a role to a certain extent,but there are still parts that can be improved.The object of this paper is Anxi County,Quanzhou City,Fujian Province.The community correction system of Anxi County has made achievements now,which is embodied in the following aspects: the scope of using the community correction system is increasing,and it has been used in the whole county;the community correction work has established a relatively perfect team and organization;the management and control of the community correction object has been basically realized The average annual recidivism rate of community correction objects in management is less than 0.2%;the society has begun to understand and accept community correction gradually.However,there are still some parts that can be improved in the process of community correction work,such as the lack of integration of correction departments,the lagging construction of community correction team and so on.Based on the theory of holistic governance,this paper analyzes the causes of these problems,such as the weak sense of responsibility,the imperfect coordination mechanism,the limited working ability of the community correction team and the asymmetric information of community correction,and puts forward some countermeasures,mainly to improve the coordination management mechanism of the community correction department and to increase the community correction The construction of staff team is expected to be beneficial to the community correction work in Anxi County.
