Study On The Measures To Deal With The Group Incidents Of Rural Land Acquisition In Anxi County

Anxi county is a large traditional agricultural county in Quanzhou City,Fujian Province.In recent years,due to the economic development and construction project,many villages and towns in the county have carried out a series of rural land acquisition projects.However,due to the imperfection of relevant land acquisition,compensation and security policies,coupled with the importance of land to farmers' livelihood,the number of conflicts and disputes involving rural land acquisition has increased sharply and is very sharp,which has led to some rural land acquisition group events.For Anxi county government,it is directly related to the economic stability and development of Anxi County whether it can effectively deal with the group events caused by land expropriation.This paper takes the Anxi County as the research site,analyzing the measures which taken by local governments to deal with the collective incidents of land expropriation in rural areas in recent years.Firstly,through collecting and sorting out the research results on the occurrence and treatment of group incidents at home and abroad,this paper summarizes the research background and research ideas,and focuses on defining and summarizing the concepts and theories of group incidents and public management,forming the theoretical framework of this paper;then,from the unfair distribution of interests,the psychological evolution of landless villagers,the government cannot handle them.In this paper,the causes of rural land expropriation group incidents in Anxi County are analyzed from several aspects,and the countermeasures and shortcomings of local governments in these group incidents are summarized in detail.Finally,the experience of local governments in dealing with group incidents,such as Xinjiang County and Jinning County,is summarized.In view of the current actual characteristics of Anxi County,combined with the theory of public management,from thefollowing aspects: The countermeasures for Anxi County to deal with rural land expropriation group incidents are put forward at three levels: improving local government's preventive ability beforehand,perfecting local government's emergency countermeasures in matters and optimizing local government's safeguard system afterwards.Drawing on the classical theories of emergency management theory and social conflict theory of public management discipline,this paper summarizes and refines the disposal methods of group incidents caused by land expropriation and demolition in rural areas from the analysis of examples to the induction and application of theories,which provides an effective reference for grassroots local governments to properly deal with group incidents caused by land expropriation and demolition in rural areas.
