Government Behavior Research On Volunteer Organization Management Of Quanzhou

Nowadays,the voluntary service in various fields in China is booming and has played an increasingly important role in participating in social governance.However,the relevant management methods of government and the system environment are increasingly incompatible with the development situation,which need to be improved and strengthened urgently.This thesis uses the literature analysis method,comparative analysis method and interview method to study the topic.It takes the voluntary failure theory and incentive theory model as the guidance and the government behaviour in the management of voluntary service organisations in Quanzhou as the research object,in order to explore the strategy of improving the government behaviour to strengthen the voluntary service organisation management in Quanzhou.First of all,this article deeply analyses the current status of government behaviours managed by voluntary service organisations in Quanzhou,and analyses the problems in its system,mechanism,policy environment,and management methods,that is,fragmentary citizenship cultivation,dissatisfactory management work,ineffective mechanisms,insufficient government financial support,and excessive administrative intervention.Secondly,it analyses the factors of government behaviours mentioned in above problems and points out the current issues of government behaviours in the management of voluntary service organisations in Quanzhou including lacking positions,offside situation and insufficient management.Moreover,the analysis draws on the advanced experience of voluntary service organisation management in Shenzhen,Shanghai,and Guangzhou,comprehensively investigate the existing problems in Quanzhou,and compares with the experience of government actions of voluntary service organisation management in several typical cities at home and abroad.It is believed that voluntary service requires more regulations of publicadministration measures by government departments,which strengthen the guidance of its internal management mechanism and continuous operation mechanism,especially in the guidance of being in "volunteer failure" situation and the development direction of voluntary service organisations.The government can improve the system and environment which are beneficial to the development of voluntary service organisations through institutionalization,standardization,adjustment of demand-oriented,strengthening of supervision,improvement of the system environment and appropriate incentives,etc.,and promote more orderly and standardized management of volunteer service organisations.
