Research On Haerbin Youth Voluntary Service Project

Since1980s, the Youth Voluntary Service (YVS) project develops very fast,and has become an important power in China`s voluntary service undertaking.Youth Voluntary Service project in Harbin starts in1994, and has shown asignificant auxiliary function, leading function, cohesion fuction and educationalfunction in economic and social development of Harbin. However, YVS projectin Harbin is still in its infancy, and faces many problems in its development，notonly the defects in integration and development of human, material as well asfinancial resources, but also the problems of short of management system in along run, imperfect of laws and regulations, low of social identity. What`s more,the studies on problems of the YVS project are limited in field of sociology atpresent, lack of further, detailed and systematic ones. Therefore, this article, inview of public management, makes a specific study on problems of YVS projectin Harbin City accordingly and put forward corresponding counter-measureshereof.First, this article analyzes the basic theory of YVS project and relatedexperiences at home and abroad. The YVS project is defined; meaning and natureof YVS project are discussed, which provide the corresponding theoretical basi sfor the Youth Voluntary Service project in Harbin. Secondly, based on currentsituation and background of the YVS project in Harbin, this paper makes afurther study and analysis on existing problems of the project in fields oforganizational management, guarantee system, laws and regulations and theircauses. Finally, the counter-measures are put forward accordingly for furtherimprovement of the YVS project in Harbin including improving the way ofmanagement, promoting legislation effectively, strengthening the organizationand management mechanisms and enhancing the social support.
