Research On The Prevention Of Juvenile Delinquency In Hechuan District

Juveniles are the future of our country and the hope of our nation,they will become the backbone of building a moderately prosperous society in all respects,the healthy growth of juveniles is an important guarantee to ensure that our cause has successors and to build a socialist harmonious society in China.As the old saying goes,“when you are young,you steal needles;when you are old,you steal gold”,in the early human society,it has been recognized that the influence of juvenile crime on individuals and countries is even more profound than that of adult crime.In recent years,with the rapid economic development of Hechuan District,Chongqing,the problem of juvenile delinquency is becoming more and more prominent,Although the government and relevant departments have taken a variety of measures for the prevention of juvenile delinquency and achieved some results,at present,the problem of juvenile delinquency in Hechuan district is still at a high level and the situation is very serious,and the tendency of juvenile delinquency to be gang and adult is obvious,which not only alarms the management of juvenile education,but also makes the prevention of juvenile delinquency imminent.Juvenile delinquency not only brings pain to themselves and their families,but also brings harm to the society,seriously affects the social harmony and stability,which is also a very serious social security problem in front of the government.This study takes Hechuan District of Chongqing as a sample,using the relevant theoretical knowledge of public management,aiming at the problems existing in the prevention of juvenile delinquency,puts forward the corresponding prevention approaches and measures.This thesis consists of five chapters.The first chapter mainly summarizes the research background,research significance,research status at home and abroad,research content,research ideas,research methods of this thesis.The second chapter summarizes the related concepts,laws,regulations and theories of juvenile delinquency prevention,especially the new public management theory,new public service theory,public governance theory,target management theory and other related theories.The third chapter mainly makes statistics and Analysis on 702 juvenile criminals transferred to Hechuan District Public Security Bureau for examination and prosecution from 2011 to 2018 in terms of main charges,age,education level,region and identity,and concludes that the juvenile delinquency in Hechuan District of Chongqing has low education level,the crime rate of Rural Minors has increased and ended At the same time,it analyzes the current situation,problems and causes of the juvenile crime prevention in Hechuan District of Chongqing.The fourth chapter mainly expounds the current situation of juvenile crime prevention in Hechuan District of Chongqing,finds out the existing problems in the prevention work,and analyzes the reasons for the existing problems.The fifth chapter is mainly based on the theory of public management,aiming at the problems and reasons in the prevention of juvenile delinquency in Hechuan District,from four aspects: strengthening the level of government management,strengthening social security services,strengthening the ability of social governance,and improving the working system of political and legal departments,and puts forward suggestions to prevent juvenile delinquency.The author,as a policeman,according to his own work experience,puts forward some specific measures to improve the law enforcement system of the public security organs,including improving the establishment of police institutions,strengthening the community police work,strict public security management,and innovating the mode of police school co education.From the micro level,the author hopes to provide the relevant departments of the government with policies and measures to prevent juvenile delinquency reference resources.
