Performance Evaluation On The Implementation Of Late Stage Supporting Policies For The Reservoir Of Large And Medium-sized Resettlement In Changshou District

Since the founding of the people’s Republic of China,many reservoirs and hydropower stations have been built successively in China,such as Xin’anjiang hydropower station,Gezhouba Water conservancy project,Three Gorges water conservancy project,etc.these water conservancy and hydropower projects have made great contributions to improving people’s livelihood and promoting national economic construction,but also a large number of reservoir immigrants have been generated due to the construction of reservoir power stations.Due to historical,policy,economic and environmental factors,the living environment of most reservoir immigrants after relocation is poor,production development is seriously lagging behind,and life is very poor.In order to solve the remaining problems of reservoir resettlement,the state has successively set up government funds such as reservoir area maintenance fund,reservoir area construction fund and reservoir area later stage support fund,striving to improve the infrastructure conditions of reservoir area and resettlement area and solve the poverty problem of reservoir area immigrants.However,owing to factors such as inconsistent policies,low support standards and single support methods,the support effect is not prominent.The direct benefit of immigrants is low,the production and living conditions of many immigrants are still poor,and they are still in poverty.Therefore,the State Council issued a series of documents,such as the opinions on improving the late stage support policies for large and medium-sized reservoir immigrants(GF [2006] No.17).Based on the in-depth investigation of the reservoir area immigrants,the State Council supplemented and improved the existing policies,established the late stage support policy system for immigrants to meet the development needs of the times,and proposed to improve the support for immigrants in accordance with the development migration policy Methods: increase the support to the reservoir area and resettlement area,gradually establish a long-term mechanism to promote the economic development of the reservoir area,increase the income of reservoir immigrants,improve the ecological environment,and stabilize the rural society,and put forward that the people’s governments at all levels should establish a monitoring and evaluation mechanism for the implementation of the later support policies for reservoir immigrants.It is an important means to evaluate the implementation performance of the late supporting policies for large and medium-sized reservoir resettlement,which is also an important basic work in the later supporting work.Since the late support policy for large and medium-sized reservoir resettlement was implemented in Changshou District of Chongqing in 2006,two five-year plans have been completed and the third five-year plan(2016-2020)is being implemented.In order to further improve the implementation effect of t of the support policy in the later period,through consulting a large number of literature,combing domestic and foreign research theories and experience,the paper expounds the late support policy and the development process of the policy,and establishes the performance evaluation index system of the late support policy implementation based on the current work.Investigating the current status of the implementation of the “13th Five-Year Plan” immigration support plan for Changshou District from 2016 to 2018,according to the survey and evaluation results of sample villages and sample households,with the implementation of the post-support policies for the resettlement of large and medium-sized reservoirs,the release of direct subsidies for resettlement,infrastructure construction of transportation roads,farmland water conservancy and other infrastructure development and production development support,Has a greater impact on immigrant income levels,immigrant production and living conditions,local economic development and ecological environment impact.During the implementation of supporting policies in the later period of 2016-2018,Changshou District has standardized organizational structure construction,population management,project decision-making management,fund management,etc.the direct subsidy funds for immigrants are distributed in full and on time.Direct immigration funds are distributed in full and timely,and 28 beautiful homes for immigrants are constructed,76 production and development projects,16 beautiful immigrant villages were built,the per capita disposable income of immigrants increased by 3,377 yuan from 2016 to 2018,the immigrants benefited 37,836 people,and the immigrant satisfaction reached 94.5%.the quantitative score of the policy implementation effect is "90.8",and the evaluation grade is "good",basically achieving the expected effect.In view of the problems such as large adjustment of planning projects,untimely verification and reduction of direct compensation population,lack of intellectual support for immigrants,inadequate pre project work,weak project construction management,etc.,it is proposed to make in-depth and detailed pre project planning,improve the standard of subsidy funds,improve the self-development ability of immigrants,increase the strength of immigration training,innovate the support methods,increase the support strength,establish and improve the long-term management mechanism.And these suggestions can provide useful reference for the immigration management department to improve the immigration work and implement the supporting policies in the later period.
