Research On Support Performance Evaluatinon Of Large And Medium-sized Reservoir Resettlement

Since the founding of the People's Republic of China,a large number of water conservancy projects have been built in China.For the late support of large and medium-sized reservoir resettlement,the current policy of China is the opinions on improving the late support policy of large and medium-sized reservoir resettlement issued by the state council(guofa [2006] no.17),which has achieved stage success since its implementation 13 years ago.In the past two years,some regions in China have carried out the pilot work of post-support performance evaluation,which requires the establishment of a set of scientific,accurate and operational performance evaluation index system and performance evaluation model.In this paper,based on key performance indicators and the balanced scorecard method to construct the performance evaluation system for the rehabilitation of large and medium-sized reservoir resettlement,it mainly includes mainly qualitative indicators of process performance indicators and quantitative indicators to give priority to the effect of performance indicators,implementation process and effect,the combination of qualitative and quantitative index system of comprehensive.Based on the analytic hierarchy process and fuzzy comprehensive evaluation method,the performance evaluation model is constructed,and the fuzzy matrix is established for the qualitative and quantitative indicators and the comprehensive evaluation is conducted,so as to effectively realize the transformation from quantitative to qualitative and make the comprehensive evaluation results objective and real.Established performance evaluation model in this paper can effectively avoid the subjectivity and complexity of the operability is not strong,the qualitative and quantitative data transformation is difficult,the evaluation results not enough objective performance evaluation problems,and combined with the actual situation of three sample counties of henan province has carried on the case analysis,for the realization of the late-stage support strategic objectives provides the analysis of the situation and the future decision-making reference.
