Population is the first factor of productivity and the foundation of a country's social and economic development.The structure,distribution,quality and circulation of population all have a profound impact on social and economic development.Due to special historical reasons,in order to adapt to and solve the problems of low total grain output,weak public infrastructure,and insufficient comprehensive urban bearing capacity in the early days of the people's Republic of China,China issued the household registration regulations of the people's Republic of China in 1958,which classified the population into rural areas and towns for classified management,and adopted different systems in terms of material supply,education,employment,social security,etc The "urban-rural dual structure" with Chinese characteristics comes into being.With the development of economy and society,the disadvantages of "urban-rural dual structure" gradually appear.The different household registration status of urban and rural population brings about social differentiation,urban-rural split,affects the free flow of economic elements,curbs the orderly development of consumer market,hinders the process of urbanization,and deviates from the needs of market economy development.Therefore,since the beginning of the new century,with the active promotion of the national level,various provinces and cities have gradually started the reform of household registration system,vigorously promoting the migration of rural population to the city,"transfer farmers" is a special group.However,due to the imperfection and irrationality of the early system design,and the violation of economic laws in some areas,in order to pursue the urbanization data and indicators one sidedly,through various government forces to promote farmers to change their households,and to adopt the wrong policy strategy of "to change their households",the urbanization path of farmers who change their households is still tortuous,and the survival and development environment of some farmers who change their households is not ideal.The work of transferring households to cities has not fully realized the expected goal of the reform of household registration system,has not fully activated its "demographic dividend" role in economic development,but also brought some social instability factors.At present,the number of farmer groups has become more and more large,has become an important part of social development and economic construction,plays an increasingly important role,and promotes its high-quality survival and development has become the consensus of the government and academia.Chongqing is the first provincial-level comprehensive reform pilot area of urban and rural integration.This paper selects Beibei District,the nine traditional main urban areas of Chongqing,as the research object.The dual structure of urban and rural areas in large rural areas and towns is clear.Traditional agriculture and emerging industries coexist.The reform of household registration system has been carried out earlier.Various positive and negative factors brought about by the "transfer of agriculture to city" are relatively obvious and representative.Based on the study of the living environment of the transfer farmers,this paper conducts a survey on the public rental housing of Liangjiang famous houses in caijiagang street,yaojiawan housing area in Xiema street,and Hetai community in Fuxing street,where the transfer farmers are concentrated in Beibei District.Through questionnaire survey,interview,discussion and exchange,this paper comprehensively combs the transfer willingness,income source,policy cognition and culture of the transfer farmers Life,vocational training and other situations,to understand what farmers think,think and expect,so as to summarize and analyze the main problems and reasons that affect their quality of life and restrict their integration into urban production and life.At the same time,it also targeted the grass-roots government staff who directly serve the transfer farmers,and the traditional citizens who have close contact with the transfer farmers to conduct a questionnaire visit,in order to systematically,completely and multidimensional clarify the various factors that affect the survival and development of the transfer farmers.Through investigation and research,at present,the actual willingness of transfer farmers is not strong,the relevant supporting system is not perfect,and the implementation of policies is still not in place,which is the main reason that affects the quality of survival and development of transfer farmers.The work mode that does not follow the market law restricts the actual effect of the reform of household registration system to a large extent.However,due to the huge differences between the long-term living habits,behavior patterns,ideologies and urban life styles,the transfer farmers themselves have misunderstandings and prejudices,which lead to unstable factors,which cannot be completely eliminated in a short time.On the basis of research and analysis,this paper holds that it will be a long-term work and systematic project to solve the living environment problems of the farmers who transfer their household.We must perfect the system design from the perspective of optimizing social management,gradually restore the original function of the household registration system,further strengthen the basic mechanism of social security,and provide a broader development space for the farmers who transfer their household.We should also pay attention to social governance,We will continue to improve the comprehensive bearing capacity of the city,resolutely put an end to the "blood transfusion" management and assistance without bottom line,cultivate the sense of citizens of farmers who transfer their households,improve the governance level and efficiency with the thinking of big data,and provide strong guarantee for social management and system operation.The most important thing is to follow the economic law,change the government's leading role into the market's leading role,promote the development of regional economy,improve the land use system,promote the formation of a virtuous cycle of rural population transfer to the city,fully release the "demographic dividend" of the transfer farmers in the economic and social development,and achieve the original goal of the reform of household registration system.
