Research On The Management Optimization Of Border Inspection In Airport Port From The Perspective Of Fine Management

With the "One Belt And One Road" initiative and the establishment of the national immigration administration,the country has further deepened its opening to the outside world,and the public’s expectation on the border inspection management and service has been increasing.On the one hand,the value of Chinese passports has been further improved,and the willingness to "go global" and "go global" has been continuously improved.The number of outbound tourists ranks the first in the world,and customs clearance efficiency and experience are facing challenges.On the other hand,the international security situation remains grave,terrorism frequently shifts its position,new cases emerge on the "three Africa" issue,and the quality of port control is under threat.As the most convenient and efficient transportation hub,airport port undertakes most of the tasks of passenger flow,and the contradiction between service and control is more prominent.The introduction of "fine management" into the border inspection management of airport port is an important step to realize the modernization of border inspection management and alleviate the contradiction of control and service.Through the comprehensive use of the border inspection resources,strengthen cooperation,improve the execution,so as to reduce costs and improve benefits.Fine management is a management mode originated from the United States and mature in Japan.In the concept of fine management,"standardization","fine" and "individuation" are successive steps,which are the realization path of regularization of border inspection teams.At present,the application of fine management in Chinese government departments is not mature,and it appears in public security departments and customs departments.Although border inspection authorities have not formally introduced fine management,the attributes of their public security forces have the natural conditions for the introduction of fine management.The exploration since the professionalization reform in 1998 has laid a foundation for fine management.Therefore,the introduction of fine management in border inspection at airport ports can not only improve the clearance efficiency and control quality,but also enrich the theoretical research on the application of fine management in the field of public management.In this paper,through empirical study,the methods of literature study,comparative study,consult and collected a large number of fine management,frontier inspection and other related information,and respectively summarized the elaborating management applied in the field of public management perspective,content,method,reflect the elaborating management applications in the field of public administration and the frontier inspection management in the field of research and academic performance.Based on the contradiction of border inspection law enforcement and operation,this paper analyzes the specific objectives and demands of border inspection fine management of airport ports based on the characteristics of airport ports and the theories of fine management,new public service and government process reengineering.Based on air port existing exploration frontier inspection management,this article found in the empirical analysis of the BY airport port,airport port in frontier inspection management functions exist in the target deviation,rules,fuzzy rough,imperfect mechanism,fine management culture is not enough,and the cause of these problems are mainly there is deviation,the idea of the thoughts of the "universal" role and there are gaps,passenger limited communication,system mechanism,industry characteristics and so on five aspects.Therefore,this paper puts forward five Suggestions on how to realize the fine management of border inspection at airport ports.On the basis of classified management,promote the refinement of management objectives;Process management as the main line to promote the refinement of management rules;Using information technology as a tool to promote the refinement of management standards;Take inspection and examination as the starting point to promote the refinement of management training.
