Study On The Management Optimization Of Baiyun Enry-exit Frontier Inspection From The Perspective Of "Control"+ "Service"

The administration of entry-exit frontier inspection has a distinct characteristic of foreign administrative management,the border inspection and control work is constantly changing as the situation changes at home and abroad.How to improve the level of border inspection service,strengthen the control of entry and exit,and safeguard national security and social stabilityin the complex and changeable social environment,is a task to test the ability of CIIto deal with all kinds of complex situations.This paper studies the relevant laws and regulations of entry-exit frontier inspection and explores the development process of China's border inspection management function through literature research.Through the field research on the actual work of Baiyun airport,the establishment and management status of the administration institution of the frontier inspection and exit of China's airport are learned.Come to the conclusion that there are issues such as institutions of entry and exit frontier inspection management work is not clear,management function overlap,"control" and "service" contradict each other,policy and the present condition of the work does not adapt.The causes of these problems are mainly included: deviation in the service philosophy of the border inspection agency,the system lacks overall design planning,vague terms of reference,the legal construction of the border control system lags behind,unprofessional controls,lack of information support and information linkage with other entry-exit agencies.Through comparative analysis,in the collection on the international typical entry and exit frontier inspection management,on the basis of related literatures,combined with the actual situation of our country,and the United States,Germany,Hong Kong's entry and exit frontier inspection comparison analysis.Withthe theory of public administration and public service,the paper puts forward constructive Suggestions on optimizing the border inspection and administration of China's entry-exit frontier with the perspective of "control" and "service" : shift work philosophy,deal with the relationship between "control" and "service",promote the reform of the border inspection of airport ports,promote the legal construction of entry-exit border inspection,invest more in science and technology to improve the control level,build multi-party cooperation for the information resource sharing.Finally,the detail ananlysis of Baiyun airpot such as immigration review group and the integrity system of entry and exit vehicles,is of great significance to optimize the administration of border control in China.
