Off-campus training for primary and secondary schools is an important part of China's education.On the one hand,it can help students better enhance the learning of curriculum knowledge.On the other hand,as an emerging industry,it can promote the development of local economy.However,in the process of its development,a series of serious problems,such as unlicensed school running,false publicity,security risks,not only affect the rights and interests of the educated,but also have a negative impact on the healthy and sustainable development of the off-campus training market.The government is the maker and supervisor of market rules,strengthening the supervision and management of off-campus training institutions to make them develop in a better direction,so as to ensure that primary and secondary school students receive high-quality off-campus training education.This article takes Guangzhou's out-of-school training institutions as the research object,uses the relevant theories of new public management and government supervision,and adopts the literature data method,interview method and questionnaire survey method to sort out the situation of out-of-school training institutions in Guangzhou.The training agency's government supervision system,supervision function,supervision content and supervision method analyzed the current status of the supervision of the Guangzhou municipal government;on this basis,the study found that relevant government departments exist in supervision: cumbersome supervision before the event and after the event Insufficient supervision,lack of social supervision,mutual refuge between functional departments and other issues;the main reasons for the above-mentioned supervision problems are: first,the laws and regulations are not sound,and the supervision is lacking in basis;second,the government is not aware of it;third,the lack of industry standards.Finally,in view of the existing problems,it puts forward laws and regulations for improving training institutions outside primary and secondary schools,improves the supervision mechanism of training institutions outside schools,and strengthens countermeasures and suggestions for the supervision of on-campus training institutions and after-event complaints,with a view to the relevant government functions of Guangzhou Departments and other management institutions strengthen the supervision of training institutions outside the school to provide decision-making reference.
