Performance evaluation of immigration officers is an integral part of immigration inspection performance evaluation and a crucial means of improving immigration inspection performance.Immigration officers are the active targets of immigration inspection performance evaluation.The level of their work efficiency will directly affect immigration inspection performance.At the same time,the performance evaluation provides an objective basis for the promotion,reward,penalty and salary adjustment of immigration officers.Therefore,improving the performance of immigration officers can greatly improve the service and management efficiency of immigration inspection administrative agencies.Ever since the front-line inspection agencies implemented the performance evaluation system and management mechanism of immigration officers,the immigration officers work efficiency of each front-line inspection station has been greatly improved.The service concept and performance of the front-line immigration officers have been recognized by the state and society.However,the performance evaluation system of immigration officers in border inspection agencies still has problems such as unclear functional positioning,single evaluation subject,inadequate standardization in the implementation process,insufficient scientific evaluation index system,and insignificant incentive based on evaluation outcomes.As a result,performance evaluation is often only on the surface and difficult to influence the performance improvement of the front-line immigration officers.This research is based on the perspective of the assessed front-line immigration officers.Chaoshan Airport Station of Immigration Inspection is the research object.The satisfaction data of the front-line immigration officers on the current performance evaluation system is obtained through survey.Combining with the relevant theories of police performance evaluation,the survey data was then taken through literature analysis,survey analysis,qualitative analysis quantitative analysis,and comparative analysis approach on the grounds of domestic and foreign police performance evaluation researches.The problems in the current performance evaluation system are then analyzed comprehensively.From there,the corresponding front-line immigration officer performance evaluation system optimization methods are proposed.In the research,the 360-degree feedback method is used to establish the main body of performance evaluation system,the Careersmart Balanced Scorecard method is used to determine the four dimensions of performance evaluation system,the key performance indicator method is used as the basis for scientifically setting up performance evaluation system indicators,and the analytic hierarchy process is used to determine the index weights,thereby optimizing the performance evaluation system of the front-line immigration officers.Based on the results of empirical analysis,and taken into effect of the newly established National Immigration Administration,this research proposes measures and empirical reference for optimizing the performance evaluation system of front-line immigration officers in border inspection agencies.
