A Research On Building Long-term Mechanism Of Crackdown On Gangs And Organized Crime At Grass-roots Level

The Communist Party of China and the People's Republic of China have always been making headway in the campaign to combat organized crime and root out local mafia since 2000.In January 2018,the Communist Party of China and the State Council issued the notice on carrying out the special crackdown on gangs and organized crime,which lasts for three years.From fighting against gang-related crime to the special crackdown on gangs and organized crime,Guangzhou city Z district has never stopped fighting against gang-related crime according to the working policy of “there is no gangs,no organized crime,and no chaos”,put forward the Four-point Strategy(fighting,cracking,governing and building),deepened the construction of security,improved comprehensive governance,maintained social stability,improved public security situation,strengthened primary-level organizations,enhanced social governance capacity effectively,quickly set off a wave of crackdown on gangs and organized crime and made staggered achievement.However,in the actual situation,the author finds that Z District has many problems such as the failure of organizational leadership to form a normal state,the lack of enough examination of cadres,the formality of clue investigation,the pursuit of numeric goals in assessment,and the lack of deep attack on criminal wealth investigation through the methods of literature review,case analysis,comparative research,interviews.The gangs and organized crime can still find their living space from the cracks in some places,even in the trend of development and spread,resulting in the phenomenon of “cutting leeks”.How to build long-term mechanism to root out the gangs and organized crime,persevere and prevent the gangs and organized crime from reviving has always been a difficult problem in the field of social governance.This paper investigates and studies the implementation of crackdown on gangs and organized crime,analyzes the existing problems and reasons,draws lessons from the advanced experience and mechanism of crackdown on gangs and organized crime at home and abroad,and proposes to establish and improve the long-term mechanism to promote the long-term development of the normalization of the crackdown on gangs and organized crime from the perspective of public management,taking Guangzhou city Z district as an example.This paper consists of six chapters.The first chapter is the introduction,which mainly introduces the research background,significance,status and methods at home and abroad.The second chapter is the core concept and the main theory of the research.It expounds the concept of “the special crackdown on gangs and organized crime” “long-term mechanism” and the research theory of social governance and collaborative governance.The third chapter analyzes the current situation of crackdown on gangs and organized crime in Z district.It briefly describes the current situation and problems of crackdown on gangs and organized crime in Z district through actual data and cases.The fourth chapter analyzes the causes of the current problems in crackdown on gangs and organized crime in Z District,based on the aspects of organizational leadership,cadre review,clue investigation,supervision and assessment,publicity and guidance,wealth investigation,etc.The fifth chapter is the analysis and enlightenment of the construction of the mechanism of crackdown on gangs and organized crime in Chinese mainland,Hong Kong and Macao Special Administrative Region,Tokyo and New York.The sixth chapter is the countermeasure and suggestion to build a long-term mechanism of crackdown on gangs and organized crime at the grass-roots level in Z district.It proposes to establish and improve the mechanism from the aspects of creating a special structure of crackdown on gangs and organized crime,reviewing village cadres,investigating clue and sharing information,cooperative linkage by the functional departments,scientific and long-term supervision and assessment,effective advocacy,investigating and punishing the crime wealth,to continuously improve and perfect the long-term mechanism of crackdown on gangs and organized crime.
