Research On The Historical Process And The Basic Experience Of The Consultation In The Form Of Chinese People's Political Consultative Conference

The leadership of the Party Central Committee with Xi Jinping at the core,has attached great importance to the deliberative democracy of the Chinese People's Political Consultative Conference(CPPCC),and has repeatedly issued policy documents to make comprehensive arrangements for consultation work of the CPPCC since the 18 th National Congress of the Communist Party of China.CPPCC consultation is an important channel of socialist deliberative democracy in China,and it is the concentrated embodiment of deliberative democracy in the political life of our country.Since the establishment of the CPPCC in 1949,there is practical history of more than 70 years,and CPPCC has accumulated abundant experience.These experiences are the foundation for us to continue to uphold and develop deliberative democracy of the CPPCC in the new era and new situation,and it is valuable wealth for us to build a socialist deliberative democratic system.At present,researchers have done some research on the concept,connotation,theoretical and practical value of CPPCC consultation.However,the research on systematically combing the historical process of CPPCC consultation and summing up the basic experience of CPPCC consultation is obviously lacking.In this case,the study of the historical process and basic experience of CPPCC consultation is not only of theoretical value,but also of great practical significance.The main goal of this study is to systematically sort out the development of CPPCC consultation at various historical stages over the past 70 years on the basis of drawing on and absorbing existing research results,in an effort to comprehensively summarize the basic experience accumulated by the CPPCC in promoting the development of deliberative democracy,and provide a reference for the construction of a socialist deliberative democratic system.The full text is divided into five chapters.The first chapter is the introduction,which mainly introduces the research background,the significance of the topic,the research situation at home and abroad,the main contents and the research methods.The second chapter mainly defines the relevant concepts of CPPCC consultation,and discusses the connotation,characteristics and value of CPPCC consultation,and explains the differences and relations between CPPCC and deliberative democracy,CPPCC consultation and socialist deliberative democracy,political party consultation and CPPCC consultation.It also discusses the theoretical basis of CPPCC consultation from three aspects: classic Marxist writers' theories of the political party and democratic politics,socialist deliberative democratic thoughts with Chinese characteristics and the deliberative democratic thoughts in Chinese excellent traditional culture.The third chapter systematically combs the historical process of CPPCC consultation,which is mainly divided into five periods: exploration stage,preliminary development stage,tortuous development stage,recovery and development stage,and in-depth development stage.The fourth chapter mainly summarizes the specific practices and basic experience of CPPCC consultation from four aspects: party leadership,handling relations,study and system construction.The fifth chapter analyzes the problems existing in CPPCC consultation from the aspects of national system,society and CPPCC self-construction,and puts forward specific countermeasures from the aspects of legalization construction,exploring the network path,improving the operation mechanism,and enhancing the right to speak.
