Research On The Countermeasures Of Petition For Land Acquisition And Demolition In The Process Of Rapid Urbanization

The implementation of the Rural Revitalization Strategy and the solid promotion of the new urbanization have made great progress in China's decisive victory in building a moderately prosperous society in an all-round way.With the continuous acceleration of urbanization,a large number of key construction projects and renovation projects have increased the demand for land resources,which will inevitably lead to the demolition of some farmers' houses and the expropriation of a large number of rural collective land.In the process of land acquisition and resettlement,land transfer and compensation are becoming more and more complex,which makes it difficult for grass-roots governments,such as communities,to effectively carry out land acquisition and resettlement,which will not only cause many conflicts of interest,but also lead to mass incidents.In recent years,in the process of rapid urbanization,it is difficult to coordinate the collective events of land acquisition and demolition,frequent petitions caused by land acquisition and demolition,which has become the crux of grass-roots petition,increasing the difficulty of grass-roots petition Bureau.Based on this,this paper uses literature research method,content analysis method,case analysis method and other research methods,combined with the crux of the problem of grass-roots letters and visits in the process of rapid urbanization in Jinhua Street,Yangjiang City,Guangdong Province,in-depth study and analysis of the causes of conflicts between the interests of all parties,combined with the actual optimization strategy,so as to effectively coordinate the solution of many problems of land requisition and removal.First of all,through the process of rapid urbanization of Jinhua street in Yangjiang City,Guangdong Province,and the types and characteristics of land requisition and removal letters and visits,it is concluded that the conflicts of interest in the issue of land requisition and removal letters and visits include: the conflicts caused by forced expropriation and removal,the conflicts caused by interest compensation,the conflicts caused by relocation and resettlement After the conflict caused by the unadaptation to the new environment,the conflict caused by the opposition between the interests of developers and demolition households,the conflict caused by the lack of social security and the unreasonable interest demands of farmers.Secondly,it is concluded that the problems existing in Jinhua street land requisition and removal letters and visits include: unreasonable compensation for land requisition and removal,lack of effective supervision of local government functions,irregularities in the process of relocation and resettlement,and excessive stability in the process of resolving the problem of letters and visits.The reasons leading to the problems of land requisition and removal are as follows: the system of land expropriation and compensation is not perfect,farmers can not participate in the decision-making of interests equally,the management mechanism of letters and visits is lack of innovation,and the mechanism of coordination and supervision of letters and visits is not perfect.Finally,from Canada This paper puts forward some countermeasures in the process of rapid urbanization,such as the legalization of land requisition and removal,the breakthrough of democratic politics of land requisition and removal,the innovation of the mechanism of land requisition and removal and the improvement of the supervision and coordination mechanism of land requisition and removal.
