In the report of The 19 th National Congress of the Communist Party of China,General Secretary Xi Jinping pointed out that China has entered a decisive period of building a well-off society in an all-round way and is about to embark on a new journey of building a socialist modern country in an all-round way.Urbanization,as an important part of building a well-off society in an all-round way,is of great significance to the development of economy and society.However,in the process of rapid urbanization,there are also some outstanding contradictions and problems that must be paid great attention to and solved.In order to meet the demand of urbanization for land use in transportation,commerce and infrastructure construction,more and more land including collective land and state-owned land are planned by the government.In the process of land expropriation and demolition,due to the imperfection of the expropriation system,the anomie behavior of the main body of the expropriation and the impeded appeal of the expropriated people,it inevitably leads to contradictions between the people and the land management departments,the government involved,and even evolves into bad mass incidents,which will not only reduce the credibility of the government,but also hinder the healthy and sustainable development of the country and society.Therefore,the effective prevention and disposal of collective incidents of requisition and relocation can not only further implement Xi Jinping’s socialist thought with Chinese characteristics in the new era,but also contribute to the realization of building a well-off society and a socialist modern country in an all-round way.In the 2019 NPC and CPPCC sessions,Premier Li Keqiang of the State Council mentioned in the task report of the government in 2019 that we should promote coordinated regional development and improve the quality of new-type urbanization.Therefore,it is necessary to prevent and deal with the emergence and development of collective incidents of land requisition and demolition in the process of urbanization.As the grass-roots government with administrative power closest to the people,the county-level government plays a vital role in effectively dealing with the collective incidents of requisition and relocation.Based on the theory of crisis life cycle,and on the basis of literature review andtheoretical analysis,this paper explores the concepts and characteristics of the group incidents induced by land expropriation and demolition in the process of urbanization by using qualitative and quantitative research methods,focusing on the research content of the problems and Countermeasures of the county government in dealing with the group incidents of land expropriation and demolition.To lay an effective conceptual and theoretical foundation for the dissertation;secondly,while outlining the current achievements of the county government in dealing with the group incidents of land requisition and demolition,this paper explores the origin of these incidents by analyzing the problems existing in the government’s response to the group incidents of land requisition and demolition,such as inadequate pre-prevention,lagging early warning,inappropriate handling of incidents and imperfect aftermath.Finally,according to the theory of crisis life cycle,this paper puts forward effective countermeasures for the county government to deal with the group incidents of land requisition and demolition in advance,in the process and afterwards.It is hoped that the governments at all levels will be helpful in dealing with such incidents and provide theoretical and practical support.
