| The 19 th CPC National Congress pointed out that Socialism with Chinese characteristics has entered a new era.There are new requirements in the new era.In particular,the proposal of Rural Revitalization Strategy has brought greater challenges to work efficiency of grass-roots government.For grass-roots government,the working efficiency and ability of its public officials directly affect the full implementation of the party and the country,and influence whether the interests of the grass-roots people can be fully guaranteed.Constructive voice behavior is an act that proposes constructive remarks aimed at improving the current working environment.Constructive voice behavior is divided into two dimensions: promoting constructive and suppressing constructive behaviors.The promoting constructive voice refers to the suggestion and view that the individual proposed initiatively to improve the working methods.The purpose is to improve the operational efficiency of the organization.The suppressing constructive voice is an individual’s courage to point out the problems that exist in the work practice,and the aim is to reduce the impact of the adverse factors on the efficiency of the organization.The constructive voice behavior of the grass-roots public officials is an effective way for grass-roots governments to listen to their opinions,to draw wisdom and to promote efficient administration.Employee satisfaction is a subjective feeling and emotional response of employees to the current working environment,and is an important factor affecting the working status of the grass-roots public officials.Good satisfaction can produce-a-better incentives and stimulate the initiative,enthusiasm and creativity of the grass-roots public officials.Based on the theoretical foundation of leadership theory,social exchange theory and motivation theory,this paper analyzes the authoritarian leadership,voice behavior and satisfaction in the grass-roots government working environment,and put forward the main status quo and existing problems of the three aspects.Through the questionnaire survey and the empirical analysis of NY County,the relationship between authoritarian leadership,constructive voice behavior and satisfaction was obtained.According to the results of the empirical analysis and theoretical analysis,this paper proposed the following management suggestions to improve the constructive voice behavior and employee satisfaction of grass-roots official: Firstly,using contingency leadership style.Secondly,establishing a good incentive mechanism to optimize the atmosphere.Thirdly,strengthening the skill training and improve the quality of the Constructive voice behavior.Fourthly,improving the humanistic care.Finally,optimizing the institutional protection and promoting the fairness of the organization.In the end,the future research direction is proposed. |
