Research On The Inner-party Accountability Thoughts Of The Communist Party Of China In The New Era

Inner-party accountability is an important part of the construction of the ruling party and an effective tool for comprehensively governing the party with strict discipline.Since entering the new era,the construction of inner-party accountability system has made important breakthroughs,but the thought of inner-party accountability has not yet formed a systematic theory.In the new era,the study of inner-party accountability thoughts not only helps systematize,but also promotes the further development and deepening of inner-party accountability practices.This paper,by means of literature research and case study,discusses the theoretical framework and basic points of inner-party accountability in the new era,and reveals the new development and value of inner-party accountability in the context of comprehensively governing the party with strict discipline.Firstly,the inner-party accountability thought of the communist party of China has gone through three stages of development,namely,putting forward the constituent elements of accountability,clarifying the concept and emphasis of accountability,and highlighting the "two responsibilities".The impact of the international trend of anti-globalization,the transformation of the principal contradiction in the domestic society,and the heavy task of comprehensively and strictly governing the party within the party have raised higher requirements on the party's governance ability,and promoted the in-depth development of the party's accountability ideology for the new era.Second,the core of the new era of inner-party accountability is to comprehensively and strictly govern the party by focusing on the "key minority" of leading cadres and implementing the "two responsibilities" of governing the party.First,the essence of inner-party accountability is political accountability,and the key is the main responsibility of the leading cadres of the party committee and the supervision responsibility of the leading cadres of the discipline inspection commission.Second,in accordance with the accountability concept of "equality of power and responsibility,justice with mercy",the accountability within the party clarifies the responsibilities of the accountability subject and the accountability object,and holds them accurately accountable.Third,the establishment of accountability and error correction mechanism to respect the right to appeal.Finally,in the new era,the inner-party accountability thought transcends the traditional consciousness of "the unity of rights and obligations" and establishes the responsibility concept of "the equality of rights and responsibilities",which is the inheritance and development of Marxism party building theory.The concept of accountability,which combines "incentives and constraints",injects new vitality into the principle of "learning from past mistakes to cure future ones".These vigorous ideas and thoughts not only make the inner-party accountability thought systematic and scientific,but also enhance the consciousness of the inner-party accountability practice to develop in depth.
