Difficulties And Solutions Of Rural Grassroots Governance In South Sichuan Under The Background Of Individualization

With the continuous development of urbanization and industrialization in our country,the phenomenon of individualization is becoming increasingly prominent,which has an increasingly in-depth influence on our society.In the rural south of Sichuan,on the one hand,villagers are increasingly liberated from the traditional normative order,the kinship geographical relationship network,and pre-existing community organization in the process of deepening individualization.As a result,individual consciousness is continuously awakening,more attention is paid to the extension and maintenance of one's own rights and interests,and the public spirit is gradually weakening.On the other hand,in the process of individualization,the main body of rural grass-roots governance has gradually weakened its ability to organize and integrate villagers.Under the joint action of the two,the rural grass-roots governance in southern Sichuan is facing huge governance challenges under the realistic background of social individualization.In order to Investigate the difficulties faced by rural grassroots governance in southern Sichuan under the background of individualization,this paper selects villages of “S” town in southern Sichuan as the research object,and uses the methods of literature research,questionnaire and Interview to study,trying to clarify the following three questions: First,Under the background of individuation,has the rural areas in southern Sichuan achieved certain governance results under the joint efforts of the grass-roots government,the village committee and the villagers? If so,what are the main aspects.If not,what is the cause.Second,under the influence of individualization,what are the difficulties faced by rural grassroots governance in southern Sichuan? And what are the reasons leading to these difficulties in rural grassroots governance in southern Sichuan? Third,what aspects should the rural grassroots governance subjects in southern Sichuan make efforts to solve the difficulties they face in the governance process?This article is divided into the following five chapters:Chapter 1: Introduction.This chapter mainly introduces the background of this topic,the purpose and significance of the research,the research summary on individualization and rural grassroots governance at home and abroad,research content,research difficulties,research innovations,research deficiencies,research ideas and research methods.Chapter 2: Overview of basic concepts and theories.This chapter mainly defines the connotation of individualization and rural grass-roots governance,discusses the development process of individualization in our country and the characteristics of individualization in our country,the changes and basic requirements of rural grass-roots governance mode,and analyzes the internal relationship between individualization and rural grass-roots governance.Chapter3: The current situation of rural grassroots governance in southern Sichuan under the background of individualization.This chapter mainly introduces the survey from three aspects: survey area survey,survey operation process overview and survey sample analysis.Through sorting out the questionnaire and interview content,it summarizes the current situation of rural grassroots governance in southern Sichuan.On the one hand,under the background of individualization,the rural grass-roots governance in southern Sichuan has achieved certain governance results,that is,developed a considerable scale of characteristic industries,achieved remarkable results in village environmental governance,and promoted the rural grass-roots governance transition with various cultural festivals.On the other hand,rural grassroots governance in southern Sichuan faces three major dilemmas under the background of individualization:(1)the difficulties faced by rural grass-roots governance in southern Sichuan in organizational integration are manifested in the increased difficulty in organizing the integration of individual villagers,the increased difficulty in organizing the integration of individual interests,and the difficulties in organizing village public construction.(2)The rural grass-roots governance in southern Sichuan faces the problem of lack of governance resources,which is manifested in the gradual loss of existing governance resources,the massive loss of human,financial and material resources relied on by the rural grass-roots governance in southern Sichuan,and the insufficient supply of governance resources in rural grass-roots in southern Sichuan.(3)The rural grassroots governance in southern Sichuan is facing economic development difficulties,which are manifested in the serious decline of traditional agricultural production in southern Sichuan,the bottleneck of the development of rural characteristic industries in southern Sichuan,and the weak industrial foundation in southern Sichuan.Chapter 4: Countermeasures to Solve the Dilemma of Rural Grassroots Governance in Southern Sichuan under the Background of Individualization.This chapter puts forward three solutions to the difficulties faced by the rural grass-roots governance in southern Sichuan under the background of individualization:(1)rebuild the village identity and enhance the organizational strength of the rural grass-roots governance subject in southern Sichuan.Specifically,it should strengthen the cultivation of the public spirit of the individualized villagers in southern Sichuan,strengthen the construction ot the rural village community and identity in southern Sichuan,and effectively enhance the organizational integration capability of the rural grass-roots governance subject in southern Sichuan.(2)Pay attention to the interests of the villagers and dig and expand the rural grass-roots governance resources in southern Sichuan.Specifically,attention should be paid to the inheritance and utilization of the existing governance restores in the rural areas of southern Sichuan,to effectively enhance the interests of the villagers,to hold the construction subject of the villages in southern Sichuan,and to continuously strengthen the exploration of new rural grass-roots governance resources in southern Sichuan.(3)Improve the support system for the villagers and promote the rural economic development in southern Sichuan from various angles.Specifically,we should improve the support system for the villagers,enhance the villagers' ability to resist risks,strengthen the support and assistance for the rural industrial development,promote the development of the rural industrial economy,explore the endogenous mechanism of the village development,and improve the endogenous force of the rural economic development in southern Sichuan.
