| At present,socialism with Chinese characteristics has entered a new era.The "three rural issues" is a fundamental issue related to national economy and people’s livelihood.Realizing effective rural governance is of great significance for building socialism with Chinese characteristics,achieving national prosperity,and national rejuvenation.Under the new historical conditions,traditional rural governance methods are difficult to achieve long-term stable and prosperous rural areas,and new rural governance ideas are needed.On the one hand,advancing the modernization of the national governance system requires the modernization of the rural governance system.On the other hand,the governance dilemmas faced by the villages themselves urgently need new governance methods.In recent years,the practice of rural governance across the country has provided new ideas for rural governance.In its practice of exploring rural governance,Tongxiang,Zhejiang,has achieved effective governance through the integration of "three governance" of autonomy,rule of law and rule of virtue,and its governance experience is worthy of promotion in other regions of the country.This research is based on the investigation of village A in Ya’an,Sichuan,examining the plight of village governance in village A,analyzing its causes,and discussing the countermeasures to realize the integration of the three governance systems of autonomy,rule of law and rule of virtue in the new era.First of all,this study combs the relevant literatures of the current research on rural autonomy,rule of law and rule of virtue,and the integration of “three governance”,which forms the research content and research ideas,provides background explanation for the source of “three governance integration”,and analyzes The internal logic of "governance integration" and the external logic of rural governance modernization.The "integration of the three governances" is a unified whole formed by the autonomy,the rule of law and the rule of virtue in the rural governance system,rather than the simple addition of the three.Among them,autonomy is the core and goal,the rule of law is the guarantee,and the rule of virtue is the support,the three complement each other and promote each other.Secondly,the study is guided by autonomy,rule of law and rule of virtue,analyzes the specific process of village A governance,and finds its governance dilemma: the lack of self-government capacity in village A restricts the development of rule of law and rule of virtue.Difficult to guarantee,the neglect of the rule of virtue leads to increased costs of autonomy and the rule of law.Thirdly,the reasons for village A’s governance dilemma are proposed,namely,insufficient effective participation,lack of rule of law construction,decline of local culture,and lack of cooperation mechanisms.Finally,put forward the countermeasures for village A to build a "three governance integration" rural governance system,that is,the core of the "three governance integration" rural governance system lies in the construction of governance subjects embedded in the co-governance mechanism,system guarantee mechanism,and coordinated governance mechanism to form a grassroots party building For guidance,village-level organizations are the support,villagers ’participation is the basis,social organizations,market subjects and new follow villager are the supplements,system construction is the guarantee,and coordination mechanisms are the focus of the“ three governance integration ”rural governance system. |
