Study On The Effectiveness And Countermeasures Of The Party Building Leading Rural Governance

The important foundation of economic and social development in China is the countryside.Rural governance is an organic part of national governance,and the effect of rural governance affects the process of national governance.As a basic value orientation,governance effectiveness is more prominent in rural governance.At present,China is in the decisive stage of building a well-off society in an all-round way,and the rural society holds the heavy responsibilities.The 19 th National Congress of the Communist Party of China has made a major strategic plan for the implementation of rural revitalization,and five general requirements are put forward,which are prosperous industry,livable ecology,civilized countryside,effective governance and rich life.Effective governance is the foundation.We should further adhere to and strengthen the Party's centralized and unified leadership over rural governance,improve rural governance,and promote the development of rural society.Rural grass-roots party organization is the core of leadership of other rural organizations and work,and also plays a crucial role in the development of rural society.Therefore,it is necessary to study how the village Party organization leads the rural governance to achieve effective governance.This study focuses on the effectiveness of Party building leading rural governance,combined with specific practice,analyzes the measures,achievements and problems in the process of practice,and then puts forward suggestions to improve the effect of Party building leading rural governance.This article is divided into five parts.The first part is the introduction,which mainly introduces the research background and significance of the article,sorts out the theoretical results of the party construction leading the rural governance at home and abroad,clarifies the research ideas and research methods of the article,and points out the main content of this study,the difficulties,innovations and deficiencies in the research.The second chapter is the basic theoretical part,which defines the background and significance of the party building leading rural governance,defines the relevant concepts of the effectiveness of the party building leading rural governance,points out the measuring dimensions of the effectiveness of the party building leading rural governance,and analyzes it from four aspects of organization,system,order and service.The third chapter is the description of the current situation.On the basis of information collected and investigation of s village,it clarifies how s village plays the leading role of Party construction,promotes the process of ruralgovernance,and summarizes its concrete measures and achievements.The fourth chapter is the part of the analysis of problems and causes.Through the previous analysis,it is found that there are some problems in the governance process,such as inadequate organizational construction,imperfect system construction and imperfect service supply.The main reasons are: there is a deviation in the understanding of thought,the conditions of protection are not sound,and the assessment mechanism is not scientific.The fifth chapter is the part of countermeasures and suggestions.Based on the above analysis,it is proposed that to improve the effectiveness of rural governance under the guidance of Party building,it is necessary to set up the correct ideological understanding,and improve adequate safeguard mechanism,and perfect scientific assessment mechanism.
