Research On The Standardization Construction Of Administrative Law Enforcement Of The Police In Basic Police Station In Yulin

The public security organ is an important functional department of the government,which manages social security according to law and exercises the administrative power of the state.As a police station of the public security organs,grass-roots police stations have the closest contact with the masses.The quality of law enforcement,the level of service,and the degree of standardization of law enforcement directly affect the satisfaction of the masses with the law enforcement of the public security,and also affect the party and the the image of the government in people's hearts.In recent years,with the continuous advancement of law enforcement standardization construction,Yulin City's grassroots police stations have made certain achievements in the standardization of administrative law enforcement,and the level of law enforcement standardization and law enforcement quality have been significantly improved.However,at present,the police at the grassroots police station in Yulin City still have various degrees of irregularities in the process of administrative law enforcement,which seriously affects the effectiveness of law enforcement and the satisfaction of the public with law enforcement.Therefore,it is necessary to further standardize the administrative law enforcement of civilian police in grassroots police stations in Yulin City,improve their ability to perform their duties according to law and the credibility of law enforcement,and provide the people with a good social security environment.Based on the governance theory and the new public service theory,this study takes the police of grassroots police stations in 12 counties(urban areas)in Yulin as the research object,adopts the literature analysis method,questionnaire survey method,and interview method to standardize the construction of administrative law enforcement of police in grassroots police stations in Yulin City.First of all,through the research on thepolicy documents and practice of the police administrative law enforcement at the grass-roots police stations in Yulin City,on the basis of a brief definition of the scope of administrative enforcement of the police in grassroots police stations,the overall grasp the achievements of the standardization of the administrative police law enforcement of the grassroots police stations in Yulin City.Secondly,on the basis of understanding the construction of the standardization of the administrative law enforcement of the police at the grass-roots police station in Yulin City,the present situation of the standardization construction of the administrative law enforcement of the police at the grass-roots police station in Yulin City is analyzed by means of questionnaire survey.Thirdly,for the irregularities of law enforcement reflected in the questionnaires and interviews,in-depth analysis of the causes of the problems.Finally,through comprehensive analysis,it puts forward practical countermeasures and suggestions for improving the standardization construction of administrative law enforcement of the police in grassroots police stations in Yulin City.It is found that the police in the basic police station of Yulin City have weak consciousness of standardized law enforcement concept and purpose,omission or negative action of law enforcement,abuse of power,unfair law enforcement,emphasis on reality and less procedure,and non-standard administrative law enforcement with low transparency of law enforcement.Based on the analysis of the problems and causes,countermeasures and suggestions are proposed in six aspects: changing the concept of law enforcement,strengthening the quality and capacity building of law enforcement personnel,improving law enforcement management,strengthening external law enforcement supervision,improving law enforcement security,and establish clear operational rules and regulations.
