The public security organs are the indispensable main force in the process of promoting the rule of law and the construction of the rule of law in my country,at the same time,they shoulder the responsibility of the practitioners,promoters and protectors of the rule of law construction.The public security police station stands at the front line of cracking down on crimes,maintaining social order,harmony and stability and serving the people’s production and life.Whether the police at the public security station can enforce strict,fair,standardized and civilized law enforcement in the process of public security law enforcement is related to the public security organs’ law enforcement credibility and legal authority and social fairness and justice and the comprehensive advancement of the construction of the rule of law in China.This paper takes the public security police station in H District of Guangzhou as the field research object,and takes the public security law enforcement standardization construction of the public security police station as the entry point and uses case analysis method and interview method to analyze the irregular behaviors in public security law enforcement by the police station in District H which including six factors and 12in-depth analysis,for example,the objectives and standards,execution resources,inter-organizational communication and execution activities,execution Institutional characteristics,executors’ disposition and response,and economic,social and political environment.The analysis found that,in terms of target design,the target design of the guidance of law enforcement standardization need to be refined;in terms of resource guarantee,the law enforcement service guarantee mechanism is not perfect,which is mainly manifested in the large differences in the distribution of population and police force in the jurisdiction,the low degree of informatization of law enforcement and case handling sites,and the Insufficient material guarantee for law enforcement;in terms of communication mechanism,it is mainly manifested in poor communication between superiors and subordinates,and poor communication between law enforcement officers and the masses;in terms of law enforcement subjects,the ability of law enforcement subjects is insufficient,which is mainly manifested in the concept of the rule of law and the thinking of the rule of law,and the main body of law enforcement have not been firmly established,the ability of law enforcement to control the field is limited,and the use of discretionary power is unreasonable;in terms of operational logic,the system of the overall law enforcement supervision pattern is insufficient,which is mainly reflected in the insufficient internal supervision and external supervision.In terms of the law enforcement environment,the enthusiasm of law enforcement officers has not been effectively released.The study found that it is possible to rationalize the relationship between the powers of the police station,clarify the list of duties and rights,optimize the establishment of the police station,standardize the adjustment of the level of the police station,deepen the promotion of the police force,and enrich the adjustment of the police force of the police station to achieve the goal design from comprehensive overall planning to detailed guidance.It is possible to achieve resource security from a single resource dependence to multiple collaborative construction by strengthening the guarantee of funds and equipment,enriching the law enforcement resources of police stations,strengthening infrastructure construction,creating standardized office spaces,leading digital empowerment with wisdom,realizing closed-loop management of the whole process,promoting the construction of law enforcement informatization,and building smart police stations.It is possible to lead to social collaborative governance by exploring the establishment of mass prevention and mass governance organizations,establishing a social co-governance pattern,deepening the co-construction,co-governance and sharing work mechanism,establishing a comprehensive prevention and control system and guiding the masses to correctly use "110".It is possible to realize the overall improvement of the ability of law enforcement from point to area by strengthening the legal concept and thinking of the law enforcement team,promoting scientific job rotation exchanges,strengthening business training and actual combat training,increasing condolences and care for the police and auxiliary police,promoting the reform of "one room and two teams",and promoting the innovation of the police mechanism.It is possible to transform the operation logic from performance incentives to individual positivity release by strengthening the awareness of subject responsibility,aligning the value orientation of quasi-fairness and justice,concentrating on legal talent resources,strengthening the construction of law enforcement research capabilities,establishing a positive incentive mechanism,and releasing the vitality of the team’s law enforcement duties.It is possible to transparent environment from nuanced to open and transparent by maintaining the authority of the police in law enforcement,creating an environment of respecting the police and loving the police,actively promoting special campaigns to rectify and rectify prominent problems in law enforcement,intensify monitoring of public opinion,detecting and dealing with major and sensitive public opinions in a timely manner,strengthening law enforcement supervision and management,and ensuring that law enforcement rights remain within the scope of the law.
